Constitution Day Celebration:  LG Sinha Elevates J&K’s Constitutional Integration Post 2019

Constitution| Pillar of Governance, National Unity: Sinha elaborated that the Constitution is the cornerstone of governance and social order, asserting that its principles of justice, liberty, equality, and fraternity are essential not only for the functioning of institutions but also for nurturing a cohesive civil society.  “Our Constitution is venerable, paving the way for India’s progress,” he said, noting that the principles embedded within it have guided the nation through numerous social, economic, and political challenges. He emphasized that safeguarding national unity and integrity is a responsibility that extends beyond the state to every citizen. The LG stressed that creating a sense of self-confidence and self-respect within society is critical for a resilient nation. By invoking these principles, he highlighted the transformative potential of constitutional adherence, where governance is not merely about administration but about nurturing citizens who are empowered, responsible, and invested in the collective progress of the nation. In Sinha’s vision, every policy decision, administrative action, and civic engagement must reinforce the ideals of constitutional governance.

Full Implementation Of Constitutional Provisions In J&K: One of the key aspects of Sinha’s address was the emphasis on the historic implementation of constitutional provisions in Jammu and Kashmir in 2019, after a long wait of 67 years.  The extension of all provisions of the Indian Constitution to J&K marked a pivotal turning point in addressing systemic inequities, ending selective application that had historically created discrimination, and ensuring uniformity in the application of law. Sinha pointed out that this development provided the framework to eliminate structural inequalities, empower citizens, and strengthen the rule of law in the region. National unity, Sinha noted, is built through equal opportunity, equitable policies, and the enforcement of constitutional provisions that guarantee rights to all citizens, including marginalized groups. This approach ensures that social harmony and legal equity are mutually reinforcing.

Educational Initiatives, Awareness Building: The Lieutenant Governor also stressed the importance of educating citizens, particularly youth, about constitutional principles. Constitution Day serves as an opportunity to engage students, policymakers, and civil society in dialogue about rights, duties, and national priorities.  By instilling awareness and respect for the Constitution from a young age, Sinha argued, citizens are better prepared to contribute responsibly to governance and public life. The Lt Governor proposed that educational institutions should conduct annual ceremonies to honour first-time voters, linking the act of voting to constitutional duty. Encouraging young citizens to understand their rights and responsibilities ensures that the democratic fabric of J&K—and India at large—remains vibrant and participatory.

Cultural, Administrative Significance Of Constitution Day: The Constitution Day celebrations in J&K were attended by senior officials, including the Speaker of the Legislative Assembly, Additional Chief Secretaries, Divisional Commissioners, police officials, and youth leaders. The wide-ranging participation underscored the event’s importance as both a symbolic commemoration and a platform for civic engagement. Through such events, the government seeks to create a culture where constitutional principles are embedded in public life. By combining ceremonial observance with analytical reflection, policymakers and citizens are reminded of the continuing relevance of the Constitution in shaping governance, social justice, and inclusive development.
