“The central government has approved 19 significant road and tunnel projects valued at ₹10,637 crore, receiving widespread praise, especially in remote and border regions that have historically faced seasonal isolation and economic neglect. These projects, part of the Ministry of Road Transport and Highways’ Action Plan for 2025–26, will enhance 296 kilometres of National Highway development across the Union Territory. This initiative underscores a renewed commitment to improving connectivity, integrating border communities, and laying the foundation for long-term peace and prosperity in these areas.”

In a transformative push to improve connectivity and infrastructure in Jammu and Kashmir, the central government has approved 19 major road and tunnel projects worth ₹10,637 crore, a decision that has been met with widespread acclaim, particularly in remote and border areas long plagued by seasonal isolation and economic neglect. The projects, sanctioned under the Ministry of Road Transport and Highways’ Action Plan for 2025–26, cover 296 kilometres of National Highway development across the Union Territory, signaling a renewed emphasis on bridging distances, integrating border communities, and building the groundwork for long-term peace and prosperity.

“Historic Leap Forward”; LG Sinha Welcomes Strategic Projects: Lieutenant Governor Manoj Sinha expressed his deep gratitude to Prime Minister Narendra Modi and Union Minister for Road Transport and Highways Nitin Gadkari for what he called a “historic leap forward” in Jammu and Kashmir’s development narrative.  LG Sinha said, “Many of these projects are strategically important and will enhance troop mobility and logistical preparedness. At the same time, they aim to connect tourist circuits, reduce travel time, and ensure all-weather access to remote and border areas. This is a transformative moment for Jammu and Kashmir.”

Union Minister Gadkari; Projects Align With Vision Of Last-Mile Connectivity: Union Minister Nitin Gadkari, in a statement, said the projects align with the government’s broader vision of “last-mile connectivity and sustainable infrastructure.” Emphasizing the strategic value, he added, “These tunnels will not only reduce travel time and improve safety but also aid in swift military and emergency response in critical areas.” He also noted that the region’s development must be inclusive, eco-sensitive, and aligned with national security imperatives.

CM Omar Credits Centre For Supporting Development Push: Chief Minister Omar Abdullah, in a public post on X, lauded the approvals as a landmark achievement and credited the Union Government for its continued support. “In a major achievement, my government has got ₹10,600 crores worth of road & tunnel projects approved by the Union Government. I’m grateful to PM @narendramodi ji and Minister @MORTHIndia @nitin_gadkari ji for their continued support as we try to steer J&K on a path of progress, development & connectivity,” he wrote. This rare bipartisan expression of gratitude indicates a political consensus around infrastructure as the core of Jammu and Kashmir’s future.

Tunnels Of Hope: Peer Ki Gali, Sadhna Pass To Bring Year-Round Connectivity: Among the projects announced, two tunnel ventures stand out for both their financial scale and historic importance. The ₹3,830-crore Peer Ki Gali tunnel along the Mughal Road will provide year-round connectivity between Shopian in South Kashmir and Rajouri in Jammu, bypassing the snow-bound Pir Panjal range. Equally significant is the ₹3,330-crore Sadhna Tunnel in north Kashmir’s Kupwara district, which promises to connect the border regions of Karnah and Tangdhar with the Kashmir Valley throughout the year — a development residents are calling “nothing short of a miracle.” “For the first time since 1947, our pleas have been heard,” said Peerzada Syed, an elderly resident of Tangdhar. “This tunnel is our lifeline — we have seen patients die, children miss school, and people suffer each year. Today, we feel hope.” Locals in Kupwara echoed the sentiment, with students, traders, and healthcare workers calling the tunnel a game-changer. Arooj Jan, a student who once missed her Services Selection Board exam due to the road being snowed in, said the project will end the culture of seasonal education. “This tunnel means education won’t be seasonal anymore,” she said.

Farmers, Traders Rejoice: Better Market Access For Kashmir’s Apple Belt: The Peer Ki Gali tunnel has inspired similar optimism among the horticultural communities of Shopian, where farmers and fruit traders have long borne the brunt of winter closures along the Mughal Road. “Our apples rot when Mughal Road closes. This will ensure market access round the year,” said Ghulam Nabi Dar, a fruit trader. The all-weather nature of these tunnels is expected to bring unprecedented reliability to both daily life and economic operations in these regions.

Srinagar To Get Major Traffic Relief With New ₹700 Cr Flyover: The infrastructure package also includes the construction of a four-lane flyover from Lal Chowk to Parimpora in Srinagar at a cost of ₹700 crore — a critical project aimed at decongesting the capital city and improving urban mobility. Other key works include the ₹966-crore Trehgam–Chamkote section in Kupwara, the ₹445-crore Magam flyover on the Narbal–Gulmarg road, a ₹95-crore bypass in Qazigund, and the construction of a two-lane bridge over the Rambiara river in Shopian for ₹71 crore. Road safety upgrades are also a part of the larger package.

Tourism Boom On The Horizon: Untapped Valleys Now Within Reach: Public reactions across the Union Territory have been overwhelmingly positive. In remote valleys like Bangus, Lolab, and Gurez — often celebrated for their alpine beauty but hindered by poor access — the announcements have rekindled hope for tourism and local entrepreneurship. “With reliable roads, we can finally bring tourists to these untouched gems,” said Irfan Ahmad Wani, a Srinagar-based tour operator. “This can turn forgotten villages into vibrant tourist hubs and change the lives of people who have felt left behind for decades.”

Job Creation,Economic Multiplier Effect Expected: Officials said the construction work itself will generate jobs, boost ancillary industries like cement, transport, and machinery, and inject vitality into the local economy. “You are not just laying asphalt — you are creating thousands of opportunities,” said a senior officer from the UT’s Roads and Buildings Department. “Better roads lead to better economies.”

Strengthening Security; Boost To Troop Mobility And Emergency Response: The strategic implications of these projects are no less vital. Border connectivity has always been a challenge due to frequent snow closures, landslides, and security concerns. Tunnels like Sadhna and Peer Ki Gali will enable round-the-year access for the Army and other security forces, improving troop mobility and logistical support in areas close to the Line of Control. “These roads are strategic arteries,” a senior Army officer commented. “All-weather connectivity ensures operational readiness and reinforces our presence in critical regions.”

Smart Urban Planning In Srinagar To Ease Congestion: In urban centres, meanwhile, the emphasis is on easing daily congestion and modernising transit infrastructure. The proposed four-lane flyover in Srinagar — from Lal Chowk to Parimpora — is expected to decongest one of the busiest stretches of the city.  “This flyover is a long-pending demand. It will reduce travel time significantly across one of the city’s most congested corridors,” said a Srinagar Municipal Corporation engineer. Planners say the project will be executed in phases and is likely to incorporate smart urban mobility features.

Looking Ahead; DPRs,Feasibility Studies Signal Long-Term Vision: The long-term vision for road infrastructure in J&K also received a boost with the Ministry approving Detailed Project Reports (DPRs) and feasibility studies for several more ambitious undertakings. These include the widening of NH-444 from Srinagar to Qazigund, the Shopian to Magam upgrade on NH-701A, the 10.8-kilometre Panjtarni tunnel with 31 kilometres of approach roads, and the conversion of the Domail–Katra–Bamla stretch of NH-144 into a four-lane highway. “These DPRs show that the Centre sees Jammu and Kashmir not as a peripheral concern but as an integral part of its national highway masterplan,” said an official at the National Highways Authority of India (NHAI).

 

“The ₹10,637 crore investment in infrastructure signifies a strong commitment to ensuring that all regions and communities benefit from development. This initiative is not merely a financial allocation but a strategic move aimed at fostering connectivity through road and tunnel projects. If executed with integrity, speed, and empathy, these developments have the potential to unite people across the region and enhance their access to opportunities throughout the country. In a context marked by decades of disruption, the construction of new roads is envisioned as a pathway to enduring peace and shared prosperity. This investment aims to create an inclusive future, where the benefits of development are accessible to all, thereby promoting social cohesion and economic growth.

Bridging Aspirations, Accelerating Progress: As Jammu and Kashmir moves into a new chapter of development, the approval of ₹10,637 crore for 19 major road and tunnel projects offers more than just physical infrastructure—it presents a roadmap for opportunity, inclusion, and long-overdue equity for people who have lived on the margins of connectivity, governance, and mainstream economic growth. The emphasis on all-weather tunnels, safer highways, and modern urban mobility shows a shift from piecemeal improvements to integrated planning, with the goal of connecting not just cities and towns, but people to opportunities. The immediate priority must now shift to implementation. The Union Territory administration, in collaboration with the National Highways Authority of India, needs to ensure that project execution is time-bound, transparent, and community-informed. Public participation—through grievance redressal mechanisms, regular updates, and employment generation during construction—can turn these projects into symbols of both physical and democratic connection. There is a historic opportunity to turn these new roads into lifelines for education, healthcare, trade, tourism, and national integration. Tunnels like Sadhna and Peer Ki Gali won’t just allow better troop movement or cargo transport—they will ensure that children in Tangdhar make it to school in January, that a Shopian apple farmer can access markets even in December, and that tourists can safely reach Lolab or Bangus without weather disruptions. These projects have the potential to rewrite the everyday realities of thousands of families. Moreover, the focus on upgrading the Srinagar–Parimpora corridor and the inclusion of DPRs for the Panjtarni tunnel and Domail–Katra expressway shows a commitment to future-proofing the region’s transport ecosystem. These works also reflect a deeper vision—one that sees Jammu and Kashmir not as a distant frontier, but as a critical, integrated part of India’s economic and strategic heartland. What’s equally important is the unifying political sentiment expressed across party lines. From the Lieutenant Governor’s office to the Chief Minister’s desk, there’s shared acknowledgement that roads and tunnels are the arteries of regional revival. The alignment between state leadership and the central government sets the stage for deeper institutional cooperation, long-term policy consistency, and reduced friction in future project planning.
