On a critical visit to the Union Territory of Jammu and Kashmir, this week Union Home Minister Amit Shah chaired multiple high-level meetings and reiterated the central government’s zero-tolerance approach toward militancy.  During his three-day tour, Shah reviewed both the security and development scenarios, issued directives to intensify operations against militancy, and reaffirmed the Modi government’s commitment to peace, prosperity, and transformation in the region. Held at the Raj Bhawan in Srinagar, the Unified Headquarters meeting brought together the top brass of security and administrative machinery in Jammu and Kashmir, including Lieutenant Governor Manoj Sinha, Chief Minister Omar Abdullah, Union Home Secretary Govind Mohan, Army Chief General Upendra Dwivedi, senior Army commanders, J&K DGP Nalin Prabhat, and heads of the CRPF, BSF, and Intelligence Bureau. Militancy Down, but Not Yet Out: In a significant policy assertion, Shah acknowledged the decline in militancy-related incidents, infiltration attempts, and youth recruitment in militant ranks. However, he warned against complacency, stating, “Militancy is down but not yet fully out. Complete normalcy is our goal, and we will not rest until peace is permanent.” According to official figures shared during the meeting, the Valley has witnessed a marked decrease in militancy-related incidents over the past two years. Local recruitment has dipped by over 80% due to enhanced surveillance, community engagement, and a sharp crackdown on online radicalization platforms. Shah directed agencies to step up monitoring of cyberspace, stating, “We must counter radical ideologies spread online and act firmly against those exploiting digital platforms to indoctrinate youth.” He instructed officials to strictly enforce laws related to property attachment in militancy and narco-terrorism cases. “Those financing or facilitating militancy should face the full weight of the law. These assets must be seized and used for public welfare,” he said.

Towards Mainstream; Cracks in Separatist Ecosystem: In a symbolic boost to New Delhi’s Kashmir policy, Shah highlighted that three more factions had recently dissociated from the separatist Hurriyat Conference and pledged allegiance to the Indian Constitution. “This is not just political rhetoric; it is proof that the people of Kashmir are rejecting violence and choosing the path of peace,” Shah stated in a post on social media platform X. The development is seen as part of the larger push toward dismantling the ideological foundation that fueled decades of separatism. Shah attributed the shift to the success of the Modi government’s “Naya Kashmir” vision — a campaign focused on development, inclusion, and de-radicalization. Security analysts see this as a key psychological win. “Once the support base of militancy and separatism begins to erode at the ideological level, it sends a powerful message across the Valley. The Centre’s outreach is slowly reshaping public opinion,” said Dr. Iftikhar Shah, a political commentator based in Srinagar.

Ground Zero Engagements, Condolences, Commitments: In a gesture underscoring the human cost of conflict, Amit Shah visited the residence of martyred Dy SP Humayun Bhat in Humhama, who lost his life during an anti-militancy operation in Kokernag in September 2023. Shah offered condolences to the family, including Bhat’s wife and his 20-month-old child, and saluted the officer’s bravery. Bhat was posthumously awarded the Kirti Chakra, India’s second-highest peacetime gallantry award. Shah also met families of four policemen killed in militant attacks in Kathua and handed over compassionate appointment letters to their next of kin. In his remarks, Shah emphasized that the government recognizes the sacrifices of the Jammu and Kashmir Police and is committed to standing by their families. “Security personnel are the backbone of our national unity. Their sacrifices will not go in vain. We are working tirelessly to ensure that peace is restored permanently,” Shah said.

Eye on Jammu; A Dual-Front Policy: Breaking the traditional Valley-centric focus, Shah also drew attention to the evolving security situation in the Jammu region. Calling for increased vigilance and operational preparedness, he emphasized that the fight against militancy must cover all geographies. “Militant elements are trying to open new fronts in Rajouri, Poonch, and Reasi. We will not allow a resurgence there. Jammu is as critical to our national security as the Valley,” Shah stated during a security briefing with the Army and paramilitary leadership. Earlier, he visited a BSF post in Kathua and lauded the force’s service along the border. “The BSF’s legacy of discipline and courage is unparalleled. Your efforts in ensuring zero infiltration are invaluable,” he told jawans during his address.

Amarnath Yatra; Security Meets Spiritual Significance:  The Home Minister also conducted a detailed review of the preparations for the upcoming Annual Amarnath Yatra, scheduled from July 3 to August 9 this year. Given the heightened threat perception during the pilgrimage, Shah emphasized seamless coordination between the Army, paramilitary forces, J&K Police, civil administration, and Shrine Board. “All necessary arrangements must be made to ensure a safe and spiritually fulfilling experience for pilgrims. We must leave no room for error,” he directed. Special emphasis was laid on route sanitization, crowd control, medical facilities, and rapid response mechanisms. Sources said that intelligence inputs have indicated attempts by militant groups to disrupt the Yatra, making Shah’s directive timely and crucial.

Economic Front; Push for Developmental Transformation: While security dominated headlines, the Home Minister’s visit also had a strong developmental component. In a separate high-level review meeting attended by Chief Minister Omar Abdullah, Lt. Governor Manoj Sinha, and top bureaucrats, Shah evaluated the progress of key projects in power, connectivity, tourism, and agriculture sectors. Describing Jammu and Kashmir as a “priority zone” for economic upliftment, Shah said, “Under PM Modi’s leadership, we are building a developed and prosperous Jammu and Kashmir. We are ensuring that every citizen benefits from the growth story.” He reviewed the 2024–25 Union Budget allocations for the UT and directed officials to speed up the implementation of flagship schemes. Focus areas included renewable energy, agro-industrial growth, employment generation, and road connectivity in remote districts. “PM Modi’s vision is not only about eliminating militancy but also about empowering every citizen with opportunities, infrastructure, and dignity,” Shah said. The officials made detailed presentations on the ground impact of initiatives like PMGSY, Jal Jeevan Mission, and the upcoming Jammu-Baramulla expressway.

The Bigger Picture: Post-370 Kashmir: Since the abrogation of Article 370 in August 2019, the government has maintained that its dual strategy — of enhanced security and aggressive development — is gradually bearing fruit. While critics question the democratic and constitutional process of the abrogation, supporters argue that it allowed New Delhi to break the political and militant inertia that had defined Kashmir for decades. According to a senior Home Ministry official, the drop in violence indicators and increase in civic participation are key performance metrics. “Militancy incidents have reduced to a historic low. We are not just fighting militants on the ground but also challenging the ecosystem that sustained them,” he said. Even as opposition parties criticize the lack of political reconciliation, the government maintains that the security-first approach was necessary to create conditions for long-term stability and elections. The successful conduct of the three-phased assembly elections last year was touted as a testament to the restored democratic framework in the UT.

Analysts’ View: Strategy at Crossroads: Security analysts see Shah’s visit as both a reassurance and a warning. “The Home Minister’s tone is clear — militancy will be crushed, and there’s no going back to pre-370 days. But the administration also needs to balance this with more outreach and reconciliation, especially with youth,” said Lt Gen (retd) Syed Ata Hasnain, former GoC of 15 Corps. Others believe that the central government is walking a tightrope. “While security gains are undeniable, political alienation remains. A durable peace requires local empowerment, fair governance, and an open political ecosystem,” said Dr. Noor Ahmed Baba, a political science professor.

The Road Ahead: Amit Shah’s visit to Jammu and Kashmir serves as a pointed reminder of the Centre’s firm grip on the region’s security and development agenda. With militancy on the decline, development gaining momentum, and separatist voices fracturing, the government seems determined to complete its transformation narrative. Yet, the road to a truly peaceful and inclusive Kashmir remains fraught with challenges. The need for constant vigilance, calibrated policy execution, and deeper engagement with the people will define the success of India’s Kashmir strategy in the years to come. As Shah returned to New Delhi after meeting delegations from various sectors and communities, he left behind a clear message: New Delhi will not let its guard down until Jammu and Kashmir is completely free from militancy and firmly embedded in India’s developmental mainstream.

Kashmir Horizon View: As Jammu and Kashmir stands at a transformative crossroads, the road ahead demands sustained efforts on multiple fronts. While militant activities have declined, isolated attacks continue to pose challenges. Strengthening local intelligence networks, securing infiltration-prone areas like Poonch and Rajouri, and cracking down on hybrid militants will remain top priorities. The fight against militancy is also ideological. Community-based de-radicalization programs, counter-narrative campaigns, and youth-focused outreach must intensify, particularly in rural and border areas.The restoration of democratic processes through successful Assembly elections is a milestone, but true inclusion will come with empowering local institutions, ensuring fair administration, and addressing long-standing grievances related to human rights and governance. Projects must go beyond optics. The government will need to focus on equitable development, especially in far-flung areas, while ensuring that employment schemes and skill programs reach ground beneficiaries.
