This week Lieutenant Governor Manoj Sinha highlighted the inseparable bond between cinema and Jammu and Kashmir, describing it as an “organic relationship” that has flourished over the years. Speaking at a film conclave, he emphasized the administration’s commitment to providing facilities that surpass those found in European countries, aiming to establish Jammu & Kashmir as a premier global film destination. The Lieutenant Governor acknowledged the historical ups and downs of the relationship between cinema and the region, noting the impact of militancy over decades. He underscored the importance of Jammu and Kashmir not just as a filming location but as a cultural entity cherished by iconic filmmakers like Raj Kapoor and Yash Chopra. Efforts over the past five years have focused on reviving this relationship, with various initiatives being introduced.

Enhancing Film Infrastructure and Policy: Sinha pointed out the unmatched natural beauty of Jammu and Kashmir, comparing it favorably to European destinations. He announced the launch of a revamped Film Policy, addressing the gaps in the 2021 policy. The new policy promises a more filmmaker-friendly environment with a single window system for shooting permissions, ensuring a hassle-free and efficient administrative process.

New Initiatives for a Film-Friendly Jammu and Kashmir: At the event, the Lieutenant Governor unveiled the J&K Film Policy 2024 and introduced several initiatives, including a Single Window portal for film shooting permissions, subsidies, the J&K Film Screening Series, and the Frames of Transformation Photography competition. He also honored the winners of the Naya Jammu Kashmir Short Film Making Competition.

Promoting Regional Cinema And Local Talent: Sinha praised the Department of Information & Public Relations for organizing the conclave and emphasized the potential of the new film policy to attract and support film productions at regional, national, and international levels. He highlighted incentives for films in local languages, which aim to promote regional cinema and encourage the hiring of local talent, thereby creating employment opportunities.

Bollywood’s Recognition of Kashmir’s Hidden Gems Await Film Shoots”: Renowned Bollywood director Madhur Bhandarkar lauded Kashmir’s suitability as a film shooting destination, urging the Tourism Department to delve into the region’s lesser-known locales to further boost the industry. Speaking at the J&K Film Conclave at SKICC, Bhandarkar expressed his excitement about being in Kashmir. “It’s a great honor to be here and part of the J&K Film Conclave. Over the past 17 years, I’ve visited Kashmir frequently, sometimes twice a year. I have many friends here and am continually impressed by the stunning locations and delicious food,” he said. Bhandarkar praised the J&K Government’s efforts to promote film shoots, noting the breathtaking beauty of the region. He encouraged the Tourism Department to explore offbeat and unexplored areas to enhance Kashmir’s appeal as a filming destination. “Today’s initiative sends a powerful message to the film industry across India and is likely to attract directors and producers to Kashmir. The single-window initiative introduced by the Government is commendable and will significantly ease the shooting process,” he added. Bhandakar said the impact of film shoots extends beyond Mumbai, with the South Indian film industry also making significant strides.

Director DIPR Jatin Kishore Reveals Plans to Make J&K a Cinematic Hub: Director DIPR J&K, Jatin Kishore announced the government’s ambitious plan to turn Jammu and Kashmir into a premier film destination. Speaking at the J&K Film Conclave at SKICC, Kishore emphasized the initiative’s dual goals: attracting filmmakers and enhancing local tourism.  “We aim to bring more film projects to Kashmir, benefiting both the local community and tourism,” he added.

Streamlined Process for Filmmakers: The newly launched Single Window portal will simplify the application process for shooting permissions and subsidies, making it easier for filmmakers to navigate the bureaucratic procedures. The conclave featured notable attendees, including Chief Secretary Atal Dulloo, Secretary of Information Rehana Batul, Director of Information Jatin Kishore, as well as industry professionals and cinema enthusiasts.

Local Artists Celebrate the Timeless Bond: Amina Dar, a local filmmaker said that Kashmir’s landscapes are not just a backdrop; they are characters in their own right. The serenity of the valleys and the grandeur of the mountains breathe life into every scene. For us, cinema and Kashmir are two halves of the same soul, each inspiring the other in a timeless dance, he said. Another Rafiq Wani, a local actor: “Growing up in Kashmir, I have always felt that our region is a canvas painted with the most vivid colors. When cinema captures our stories and scenery, it resonates with an authenticity that is unmatched. Being a part of this cinematic journey is like weaving the rich tapestry of our culture into the fabric of global cinema.” Mehvish Khan, a poet and scriptwriter: “Kashmir and cinema share a poetic rhythm. The way light plays on the Dal Lake’s waters at dawn, the silent whisper of the snowflakes, and the vibrant hues of the tulip gardens—all these elements create a natural poetry that complements the art of filmmaking. This synergy makes every frame shot here a work of art.” Arvind Kumar, a cinematographer, says that Kashmir offers a palette of emotions and visuals that filmmakers crave. The natural beauty here is cinematic by default, with every season bringing a new story to tell. For local artists, being part of this cinematic narrative is an opportunity to share our unique perspective with the world, blending the charm of our homeland with the universal language of film, he said. Radha Kumar, a singer and musician from RS Pora said that the melodies of Kashmir’s rivers and the harmony of its lush meadows inspire music that is as timeless as the Himalayas. In cinema, these elements come alive, creating an atmosphere that touches the soul. Cinema in Kashmir is not just about storytelling; it’s about capturing the essence of a place that is as lyrical as the songs we sing, she added.
