JK EJAC delegation calls on Comr Secy SED, flags employees issues for immediate resolution

Jammu |  : A high level delegation of J&K Employees Joint Action Committee (JK EJAC) headed by President EJAC and Chairman JK Teachers Forum called on Commissioner Secretary School Education Department and apprised him about various issues of all cadres of employees of the department pending for long and sought his personal intervention for speedy redressal in the interest of the department. A detailed memorandum of demands containing issues of all cadres of employees of education department was submitted to worthy Commissioner Secretary School Education and a detailed discussion was held on each one of them.
The demands put forth by the delegation include:
Filling up of all vacancies of officers in the department, Transfer policy in favour of RRTs, promotion of teachers and masters, Confirmation of 2014 batch left out masters, Leave encashment in favour of vocational staff of the department, ACP in favour of lecturers, Conformation of left out In charge lectures, Transfer of all cadres with three years stay, regularisation of CPWs, Charge allowance in favour of promoted officials.
President EJAC gave a detail description of all the pending issues and suggested measures to remove impediments in the process of disposal of all such issues. The main focus of the meeting was recent circular issued by the government with regard to removal of Deadwood under Article 226(2). Delegation expressed serious concern about the way circular is being misused to defame, demoralise and demean teaching community. President EJAC Mohd Rafique Rather putforth the concerns and apprehension of the community in detail and said that whole community feels intimidated and humiliated as well. Chairman called the attention of worthy Commissioner Secretary Education towards the important role played by teachers during the Covid Pandemic to compensate the education losses and said that teachers voluntarily came forward to continue the teaching process despite the closure of schools. “But ironically, despite their appreciable contribution, they are being harassed on the pretext of one thing or the other by every now and then”, he added. On the occassion he pointed out to the formats issued by ZEOs and said that immediate officers of the department have started intimidating and harrassing subordinate staff which is creating mistrust. Commissioner Secretary listened to all the issues raised by the delegation and said that all issues are being perused. He assured redressal of all issues in near future.
About Article (226) 2, Commissioner Secretary agreed with the delegation that teachers at large are playing a great role in uplifting the education department however ground level officers may be responsible for creating mistrust among teaching community and said that EJAC being the representative platform of employees ought to come forward to remove the apprehensions of teachers with regard to article 226 (2). He ensured that department would not take any harsh step which would be against the teachers who are performing their legitimate duties well, So they need not to worry.
