Pulwama : Transport Commissioner, Vishesh Paul Mahajan, Thursday conducted an extensive review of the Motor Vehicles Department (MVD) in Pulwama and Kulgam districts, focusing on optimizing efficiency, transparency, and time-bound public service delivery.

During his visit to the ARTO office in Pulwama, the Transport Commissioner conducted on-spot inspections of the Driving License, Permit, Registration, Accounts, and Establishment sections. Interacting with the staff, he emphasized that providing hassle-free, citizen-centric services must remain the department’s top priority.

A key focus was evaluating online operations via the Sarathi and Vahan portals. After reviewing the records of vehicle fitness inspections and driving skill tests from the last three months, the Transport Commissioner directed that all results for driving tests and fitness inspections must be uploaded online within 24 hours of execution to minimize manual interference and reduce office footfall.

Briefing the Transport Commissioner, ARTO Pulwama, Mohammad Shafait, reported that out of 8,693 applications received on the Vahan portal this year, the department achieved a high disposal rate by clearing 7,772 cases, with the remainder pending mostly due to documentation deficiencies.

He also added that over the last six months, strict field drives resulted in the penalization of errant drivers, including the seizure of 35 vehicles, suspension of 49 driving licenses, and suspension of 307 registration certificates. Additionally, the department successfully conducted safety audits of 500 school buses across the district to ensure student safety.

Following the host district review, the Transport Commissioner evaluated the performance of MVD Kulgam in a meeting with ARTO Kulgam, Er. Nasir Khan, and departmental inspectors. He reiterated the mandate for absolute fairness in conducting tests and reminded the team that the 24-hour result upload timeline is non-negotiable across all jurisdictions.

Concluding his visit, the Transport Commissioner expressed overall satisfaction with the administrative performance and digital transition achieved by MVD Pulwama, urging both districts to continue making public services completely frictionless.
