Dear Editor,
I want to publish my view through columns of your leading newspaper in Kashmir on Environmental Impact Assessment (EIA) reports. Below mentioned are my views on the subject:-
Environmental Safeguards Sacrificed for Speed
The Centre’s decision to relax baseline data requirements for Environmental Impact Assessment (EIA) reports raises serious concerns about ecological governance. By allowing voluntary use of secondary data through the Parivesh portal, the Ministry risks undermining the scientific rigor that forms the backbone of environmental scrutiny. Baseline data, collected through fresh field studies, is essential for accurately assessing the environmental condition of a project site. Replacing it with pre-existing or repository-based information compromises the reliability of impact assessments, as environmental conditions are dynamic and location-specific. Such a move increases the risk of overlooking critical ecological vulnerabilities, particularly in fragile regions. This change becomes more troubling in light of reports that a large number of projects already bypass meaningful public consultation. With many developments avoiding stringent public hearings, further dilution of data requirements weakens transparency and reduces opportunities for affected communities to raise concerns. The implications for environmental justice are significant. Marginalised communities, often the most impacted by ecological degradation, may suffer the consequences of decisions based on incomplete or outdated data. Issues like water scarcity, pollution, and biodiversity loss could be underestimated or ignored altogether. While the government may argue that these changes improve efficiency, such expediency should not come at the cost of sustainability. Environmental clearances are vital safeguards meant to ensure responsible development. Weakening them risks promoting unchecked growth at the expense of ecosystems and future generations. This policy shift reflects a worrying prioritisation of administrative convenience over ecological responsibility. It is crucial that authorities reconsider this approach and reinforce, rather than dilute, the EIA framework to ensure balanced and sustainable development.
