Srinagar: In a major relief initiative for flood and landslide-affected families in Jammu and Kashmir, the Union Government has sanctioned the construction of 5,061 houses under a special project of the Pradhan Mantri Awaas Yojana–Gramin (PMAY-G). The project aims to provide secure housing to households whose homes were destroyed in the natural calamities that struck the Union Territory earlier this year. The initiative is also expected to support rural livelihoods by generating construction-linked employment for local residents.
Lieutenant Governor Manoj Sinha, while expressing his gratitude to Prime Minister Narendra Modi and Union Rural Development Minister Shivraj Singh Chouhan, described the sanction as a “timely and crucial measure that will bring safety, stability, and renewed hope to thousands of affected households.” The LG highlighted that safe housing goes beyond shelter; it is the foundation for social dignity, community resilience, and economic recovery. “A new home will enable families to regain economic stability, significantly improving their overall well-being,” he said in a statement on X. Officials in the Rural Development Department (RDD) confirmed that the sanctioned houses will be executed on a priority basis. Coordination with district administrations, local panchayats, and implementing agencies has been emphasized to ensure timely identification of eligible beneficiaries and smooth implementation. These houses are being constructed not only as a response to immediate humanitarian needs but also as part of a broader effort to strengthen rural livelihoods and the local economy, with construction materials and labour being sourced from local communities wherever feasible.
The PMAY-G scheme, launched in 2016, aims to provide “Housing for All” in rural India by 2024, offering financial assistance for pucca houses with basic amenities including toilets, electricity, clean cooking facilities, and drinking water. While the scheme follows a structured approach through Socio-Economic Caste Census (SECC) data and Gram Sabha verification, the J&K project has been tailored as a special disaster-relief initiative to address the immediate needs of families displaced by floods and landslides. The focus on resilient design is particularly critical in areas prone to heavy rainfall and seismic activity, ensuring that new houses are not just replacements but upgrades capable of withstanding future climatic shocks. The announcement has been welcomed by residents and local leaders across several districts, including Kathua, Reasi, Kupwara, and Ramban, which were among the worst affected.
In villages such as Billawar in Kathua and Mahore in Reasi, families lost not only homes but also farmland and livestock. Many had been living in makeshift shelters for months, exposed to the elements and facing disrupted livelihoods. Local panchayat leaders and villagers described the housing sanction as a long-awaited lifeline. “A house is more than a roof over our heads—it is security, dignity, and the foundation for rebuilding our lives,” said a sarpanch in Reasi. The LG emphasized that the project would have wider socio-economic benefits beyond providing shelter. Construction activities are expected to generate significant employment for masons, carpenters, labourers, and suppliers of construction materials.
Officials estimate that tens of thousands of man-days of labour will be created, providing a much-needed boost to rural incomes and supporting local economies during the rehabilitation phase. The convergence of PMAY-G with other welfare initiatives, such as MGNREGA, the Swachh Bharat Mission, Saubhagya, and the Jal Jeevan Mission, will ensure that these houses are fully equipped with sanitation, electricity, drinking water, and clean cooking facilities, making them holistic living units. The natural calamities of 2025 have underscored the vulnerability of rural J&K housing stock. Torrential rains, flash floods, and landslides have destroyed thousands of homes, roads, bridges, and agricultural lands, leaving communities stranded. Many of the destroyed houses were made of mud or semi-pucca structures that could not withstand the sudden onslaught of rain and waterlogging. The new PMAY-G units are being designed with disaster-resilient features, such as elevated plinths, slope stabilization in hilly terrain, and seismic-resistant structures, to prevent future losses and enhance community resilience.
Officials also emphasized the importance of timely and transparent implementation. District administrations have been directed to compile detailed lists of eligible families, identify safe land for construction, and ensure that benefits reach the most vulnerable households. Community engagement through local panchayats is being prioritized to guarantee accountability and to avoid duplication or exclusion. Coordination with the central government for financial and technical support will be crucial in ensuring that these houses are delivered efficiently and in compliance with safety and quality standards.
The PMAY-G initiative in J&K also complements broader disaster preparedness strategies. Experts note that providing resilient housing is a critical component of climate adaptation, particularly in regions vulnerable to floods, landslides, and other extreme weather events. The project sets a precedent for integrating disaster response with long-term development, demonstrating how housing programs can serve both immediate relief and sustained resilience goals.
Local communities have expressed optimism about the project’s potential to restore dignity and stability. “We have been living in uncertainty for months, watching our homes wash away. The construction of new houses gives us hope that we can rebuild our lives and provide a safe environment for our children,” said a beneficiary from Kathua. Sarpanches echoed similar sentiments, stressing that the scheme would enable families to recover economically and socially, while also strengthening the sense of community in affected villages.
The Union Government’s sanction of 5,061 houses under PMAY-G represents a decisive step in addressing the fallout of the 2025 floods and landslides in Jammu and Kashmir. By combining shelter provision, livelihood generation, and disaster-resilient construction, the initiative has the potential to transform immediate relief efforts into long-term rehabilitation and resilience. If executed effectively with local participation and continuous oversight, the program could serve as a model for disaster response and rural development, ensuring that affected families regain not only homes but also dignity, stability, and hope for the future.
