March 2027 Deadline Set For AIIMS Completion
Srinagar| Nov, 07:Jammu and Kashmir is moving closer to a major expansion of its healthcare infrastructure, with the All India Institute of Medical Sciences (AIIMS), Awantipora, approaching operational readiness and outpatient department (OPD) services targeted to commence before December 2026. The proposed opening of OPD services marks an important milestone in the development of the premier healthcare institution in south Kashmir, which is expected to expand access to specialised medical treatment, strengthen tertiary healthcare facilities and create new opportunities for medical education and research in the Union Territory. Union Minister for Health and Family Welfare and Chemicals and Fertilizers, Jagat Prakash Nadda, on Thursday reviewed the progress of construction and operationalisation of AIIMS Awantipora, directing the concerned agencies to expedite the remaining works and ensure that the institute becomes operational in a phased and time-bound manner. During the review, Nadda assessed infrastructure development, procurement of medical equipment and furniture, recruitment of faculty and other personnel, and preparedness for the commencement of medical and academic activities. The Minister was informed that construction of all major buildings had been completed, with inventory verification and formal handover processes underway for Phase-I facilities. Appreciating the efforts of the Central Public Works Department (CPWD), HITES and other stakeholders, Nadda commended their dedicated work in advancing the project despite challenges posed by the site’s terrain and other constraints. He described AIIMS Awantipora as a priority project and directed the agencies to complete the remaining construction works by March 2027.
OPD Services To Begin Before December: A key outcome of the review was the emphasis on commencing OPD services before December 2026, enabling people in south Kashmir and adjoining areas to access specialised medical consultations and diagnostic facilities closer to home. The Minister directed HITES and the Executive Director of AIIMS Awantipora to work in close coordination and expedite procurement of medical equipment, OPD instruments, laboratory equipment and medical and administrative furniture. He stressed that all essential procurements required for starting OPD services must be completed on priority and necessary arrangements put in place in advance. The review was informed that procurement approval had been conveyed for 180 medical equipment items amounting to Rs 59.41 crore, with Notices of Award already issued for 140 items. Procurement of OPD instruments, laboratory furniture and medical and administrative furniture is also progressing at different stages. The availability of modern equipment and diagnostic facilities will be central to ensuring that the institute provides quality patient care from the initial stage of operations. For patients, particularly those requiring specialist consultations and advanced medical assessments, the commencement of services at AIIMS Awantipora is expected to expand healthcare options within the region.
IPD Services, MBBS Classes Planned For 2027: The institute is preparing for a phased expansion of its healthcare and academic activities during 2027. According to the plan reviewed by the Union Health Minister, inpatient department (IPD) services are proposed to commence in July 2027, subject to completion of the requisite infrastructure and operational arrangements. Academic activities, including the commencement of MBBS classes, are also proposed for the 2027–28 academic session, beginning June–July 2027. The proposed timeline represents an important step towards establishing AIIMS Awantipora as a comprehensive healthcare and medical education institution. The introduction of inpatient services will expand the institute’s capacity beyond outpatient consultations, enabling it to provide hospital-based treatment and specialised medical care. The commencement of academic activities will add another dimension to its role by creating an institutional environment where patient care, teaching and research can develop together. The availability of an advanced medical institution in the Valley is also expected to create opportunities for aspiring doctors and contribute to the development of skilled healthcare professionals.
Major Buildings Completed, Remaining Works Expedited: During the review, the Minister was informed that Phase-I buildings, including the OPD Registration Block, OPD Block, residential buildings and designated hostels, had been completed. Inventory verification and formal handover processes for these facilities are underway, while the remaining academic, administrative, hospital, residential and hostel infrastructure is being developed through a phased construction and handover plan. Nadda directed the concerned agencies to maintain the pace of work and adhere to the March 2027 deadline for completing the remaining construction. The completion of major buildings marks an important transition from infrastructure development towards equipment installation, manpower deployment and operational preparedness. The Minister appreciated the contribution of CPWD and other stakeholders in executing the project despite geographical and logistical challenges associated with the site.
652 Personnel Proposed For Operationalisation: Recognising that qualified personnel are essential for the successful functioning of the institute, Nadda reviewed the recruitment process and directed the administration to expedite appointments against faculty and non-faculty positions. He appreciated the efforts of the Executive Director and the institute’s team in taking forward the recruitment process, while stressing the need to fast-track the selection of qualified faculty. The Ministry has approved the engagement of essential manpower for operationalisation of OPD and related services. The proposed arrangements cover 652 positions across different categories, including 150 security personnel, besides hospital attendants, housekeeping and sanitation workers and other supporting staff. The proposed manpower deployment is an important component of the institute’s operational planning, as a healthcare facility of this scale requires coordinated services extending beyond doctors and nursing personnel. The availability of adequate support staff will be important for patient management, sanitation, security, campus maintenance and the smooth functioning of administrative services. The Minister also directed that recruitment against non-faculty positions and engagement of requisite manpower be expedited to support the gradual expansion of healthcare services.
Strengthening Tertiary Healthcare In Kashmir: AIIMS Awantipora is envisaged as a major tertiary healthcare and medical education institution for Jammu and Kashmir. Its development is expected to strengthen the region’s capacity to provide specialised treatment, expand diagnostic facilities and reduce the need for patients to travel outside the Union Territory for certain advanced medical services. For south Kashmir in particular, a fully functional AIIMS would provide an important addition to the healthcare infrastructure serving people across several districts. The institute is also expected to complement the existing network of government medical colleges, district hospitals and other healthcare facilities in Jammu and Kashmir. Beyond patient care, its academic and research activities will contribute to developing the region’s healthcare workforce and strengthening professional medical training. The availability of qualified faculty, modern laboratories and specialised departments will be central to establishing an integrated ecosystem of healthcare delivery, education and research.
Focus On Connectivity And Institutional Readiness: The Union Health Minister also reviewed institutional preparedness and supporting arrangements, including campus security, transport connectivity, website development and operational partnerships. He emphasised effective coordination among AIIMS Awantipora, CPWD, HITES and the local administration to address security and other operational requirements and ensure the smooth functioning of the institute. Connectivity and supporting infrastructure will be important in making the facility accessible to patients, attendants, students and healthcare professionals. The review also highlighted the importance of ensuring that medical equipment, diagnostic facilities, manpower and other operational arrangements are ready before the commencement of services. The phased approach is intended to ensure that each component becomes functional after the necessary infrastructure and human resources are adequately arranged.
A Major Addition To J&K’s Healthcare Infra: Reiterating the government’s commitment to strengthening healthcare infrastructure across the country, Nadda said timely completion and operationalisation of AIIMS Awantipora would be an important step towards expanding access to quality tertiary healthcare and specialised medical services in Jammu and Kashmir. He said the institute would also strengthen medical education and contribute to the development of healthcare capacity in the region, in keeping with Prime Minister Narendra Modi’s vision of accessible and quality healthcare for all. With all major buildings completed, procurement progressing and operational preparations being accelerated, AIIMS Awantipora is approaching a defining phase in its journey. The commencement of OPD services before December 2026 will mark its first major operational milestone, followed by the proposed introduction of IPD services and academic activities in July 2027. For Jammu and Kashmir, the institute represents an important investment in healthcare infrastructure, medical education and human resource development. As the project moves from construction towards service delivery, AIIMS Awantipora is expected to emerge as a significant healthcare destination, bringing specialised treatment, advanced medical facilities and new academic opportunities closer to the people of the Valley.
