Dulloo Directs creation of integrated data ecosystem for seamless citizen services
Srinagar: In a significant step towards advancing digital governance and ensuring hassle-free delivery of public services, Chief Secretary, Atal Dulloo, on Saturday chaired a high-level meeting to review the proposed ‘Data Management Strategy and Action Plan’ aimed at creating a secure, interoperable and citizen-centric data ecosystem across Government departments in Jammu and Kashmir.
The proposed initiative seeks to establish an integrated framework for secure sharing and harmonization of government data, enabling departments to access authenticated information through authorized digital platforms instead of repeatedly seeking the same documents from citizens. The initiative is expected to substantially improve inter-departmental coordination, eliminate duplication of records, enhance transparency and ensure faster, more efficient delivery of welfare benefits and public services.
The meeting was attended by the concerned Administrative Secretaries including Commissioner Secretary, PD&MD; MD, J&K Bank; DG, E&S; SIO, NIC; Director, Planning and HoDs from other concerned Departments.
The Chief Secretary emphasized the importance of authentic, standardized, and secure data for effective governance in the digital age. He noted that while government departments generate substantial data, its full potential can only be realized through a unified governance framework that allows for secure sharing across departments, ultimately enhancing public service delivery. The goal is to create an integrated digital governance ecosystem where once authenticated, data can be utilized by authorized departments without requiring citizens to repeatedly submit the same information for various benefits. To achieve this, the Chief Secretary directed all Administrative Departments to cooperate fully in implementing the data governance strategy, which includes standardizing departmental datasets. He highlighted the need for uniform metadata standards, robust quality assurance, and secure interoperability protocols to facilitate seamless information exchange. A presentation by the Planning Department outlined five strategic pillars of the proposed Data Management Strategy: Data Governance & Standards, Base Registries & Unique Identifiers, Interoperability & Harmonization, Data Security & Privacy, and Institutional Capacity & Coordination. This strategy aims to establish a “Single Source of Truth” by preserving original datasets while enabling secure, API-based information exchange among authorized users, thereby supporting evidence-based governance and efficient planning. Additionally, the Chief Secretary reviewed initiatives to integrate the Civil Registration System (CRS) with J&K Bank for automatic insurance claim initiation following the issuance of death certificates, which would streamline the claims process for bereaved families. The integration of CRS with Health, Social Welfare, and School Education Departments was also discussed, allowing automatic activation of welfare interventions from birth and linking to educational entitlements. Furthermore, the proposal for an integrated institutional database of schools, hospitals, and other public institutions was presented, utilizing common geographical identifiers for improved planning and resource allocation. The Chief Secretary called for a time-bound implementation roadmap with clear milestones and emphasized the importance of adhering to data privacy, cybersecurity, and governance standards throughout the process. He expressed confidence that these initiatives would significantly advance the development of a modern, integrated, and citizen-centric governance ecosystem in Jammu and Kashmir, enhancing evidence-based planning and inter-departmental coordination while ensuring efficient delivery of government services and welfare benefits.
