The exponential surge in URL & account blocks from 470 in 2014 to 9,800 by 2021 signals a chilling transition from targeted moderation to systemic digital exile. By weaponizing Rule 16 of the 2009 Blocking Rules the state bypasses the procedural safeguards established in Shreya Singhal (2015). This opacity transforms legal safeguards into a veil for executive overreach. When blocking orders remain confidential the right to judicial review becomes a mere ghost. Decentralizing these powers across various ministries without specialized oversight risks creating an automated censorship machine. We must demand transparency a democracy cannot breathe when dissent is quietly erased in the dark.
