CS lays focus on establishment & tracking of units for its success
Jammu : Chief Secretary, Atal Dulloo Monday conducted an activity-wise, outcome-based comprehensive review of all 29 projects being implemented under the Holistic Agriculture Development Programme (HADP) aimed at boosting the Agriculture, Horticulture and Livestock sectors across the districts of Jammu and Kashmir in a structured, time-bound and result-oriented manner.
The high-level review meeting was attended by Additional Chief Secretary, Agriculture Production Department (APD), Shailendra Kumar; Managing Director, J&K Bank; Vice Chancellors of SKUAST Kashmir and Jammu; Managing Director, HADP; Heads of Departments of Agriculture Production and other concerned officers. Deputy Commissioners from all districts participated through video conferencing.
Addressing the review meet Chief Secretary emphasized the importance of achieving tangible outcomes through the establishment of targeted units for each project. He instructed departments to rigorously track productivity, sustainability, and success, making performance indicators essential for effective implementation. The Agriculture Production Department was tasked with creating a roster of senior officers for regular field visits to assess progress and gather real-time feedback, highlighting the need for accountability and efficiency. The Chief Secretary reviewed the achievements of various projects, seeking detailed feedback from department heads on current performance and future strategies to meet targets in both public and private sectors. He identified the potential of HADP projects, particularly in Medicinal and Aromatic Plants, Hi-Tech Vegetable Cultivation, Dairy, and Poultry, as significant drivers for income enhancement and employment generation. Additionally, he urged banking institutions to increase credit disbursement rates and reduce rejection cases, calling on Deputy Commissioners to monitor credit flow and facilitate financial support for beneficiaries. The Additional Chief Secretary, Shailendra Kumar, noted the transformative impact of HADP on the agricultural landscape, emphasizing the need to improve coordination with banks to bridge gaps in credit applications and disbursements. Managing Director Sandeep Kumar provided an overview of HADP’s performance, reporting the establishment of over 91,600 agricultural units in J&K, with 75,000 units actively monitored. The program has generated 1.34 crore person-days of employment and demonstrated a strong return on investment, yielding ₹2.24 in revenue for every rupee of subsidy disbursed. The meeting highlighted the success of the Daksh Kisan Portal in enhancing farmer capacity, with over 3.5 lakh farmers registered and 2.1 lakh trained in modern agricultural techniques. Significant progress was reported across all 29 projects, including the establishment of 7,976 vegetable production units and increased outputs in dairy and mutton sectors. Trout fish farming production reached 2,650 metric tonnes, and the distribution of modern farm machinery improved efficiency. The promotion of high-value crops resulted in the production of quality planting materials, while the integration of technology through the Output Tracking App and Kisan Sathi Portal enhanced monitoring and accountability. The Holistic Agriculture Development Programme (HADP) aims to revamp the agricultural sector in J&K through 29 focused projects, with the vision of doubling farmers’ income and ensuring economic sustainability for the farming community.
