From War On Terror to Investments In J&K LG Sinha Declares End Of Terror, ‘Dawn of Peace’

“LG Sinha said the force has become a symbol of courage and transformation, ensuring a secure environment that is now driving industrial investment, tourism revival, and public confidence across the Union Territory. J&k has entered a new era of peace, stability, and progress, crediting the Jammu and Kashmir Police for its pivotal role in dismantling terrorism, maintaining law and order, and enabling socio-economic growth.”

Lieutenant Governor Manoj Sinha this week said that the Jammu and Kashmir Police has evolved into not just a law enforcement agency but a “crucial agent of socio-economic transformation,” contributing significantly to peace, industrial progress, and community well-being in the Union Territory. Addressing the gathering at the 10th All India Police Judo Cluster (Men & Women) – 2025, hosted by the Jammu and Kashmir Police in Srinagar, the Lieutenant Governor praised the force for its multifaceted role in maintaining law and order, fighting terrorism, and ensuring a secure environment for growth and prosperity. “J&K Police is not only fighting terrorism, maintaining law & order and protecting citizens but it is also a crucial agent of socio-economic development,” LG Sinha said, emphasizing the transformation that peace and stability have brought to the region. He said the police force’s sacrifices and commitment have laid the foundation for “a peaceful and progressive Jammu and Kashmir,” where industries are taking root, tourism is flourishing, and communities are regaining confidence after decades of turmoil.

‘Terrorism Breathing Its Last’: In a strong assertion reflecting the government’s confidence in the current security situation, the Lieutenant Governor said, “Terrorism is breathing its last in Jammu and Kashmir. The peace has enabled unparalleled progress and brought greater prosperity in the lives of people.” He said that the improved security environment in J&K was not only a regional success but part of a larger national trend of stability and growth. “Security has significantly improved across the country. The roots of left-wing extremism have been dismantled, and India is witnessing a new era of progress driven by rapid economic growth,” Sinha said. According to the LG, the elimination of terrorist networks, increased border vigilance, and improved coordination among security agencies have significantly weakened the infrastructure of terror. “Under the leadership of Prime Minister Narendra Modi, India has adopted a zero-tolerance policy against terrorism. The coordinated efforts of our police, Army, and CAPFs have not only defeated the designs of our enemies but also created a fear-free environment for citizens,” he said, adding that this atmosphere of stability is now translating into new economic and developmental opportunities across the Union Territory.

Police As Agents Of Peace, Progress: The Lieutenant Governor underlined that the Jammu and Kashmir Police, along with the armed forces and central paramilitary forces, have played a decisive role in “dismantling terror support systems and preventing cross-border infiltration.” He said intelligence-based kinetic operations, supported by robust community engagement, have ensured that both preventive and punitive measures are effectively balanced to safeguard peace. “Our forces have not only neutralized terrorists and their handlers but have also cut off the funding, recruitment and logistical chains that sustained violence for years. Today, the people of Jammu and Kashmir can dream freely, invest freely, and move freely,” Sinha said. The LG commended the leadership of Director General of Police (DGP) Nalin Prabhat, who recently assumed charge, for steering the force with professionalism and dedication. “The J&K Police has built immense trust among the citizens. The confidence of the public in their local police is the biggest strength of our democracy,” he said. Sinha noted that the administration is taking proactive steps to modernize the police force by equipping it with advanced technology, improved infrastructure, and continuous capacity building. “Whether it’s the introduction of body-worn cameras, smart surveillance systems, or forensic support, we are committed to ensuring that the J&K Police remains among the most modern forces in the country,” he added.

Role of Sports In Building Character, Unity: Transitioning from security to social transformation, the Lieutenant Governor highlighted the significance of sports in shaping disciplined, resilient, and community-driven individuals. “Sports is the universal language of unity. It promotes inclusivity, mutual respect, and teamwork,” he said. “Events like the All India Police Judo Cluster serve as vibrant platforms to celebrate unity in diversity and showcase India’s rich cultural and social heritage.” The LG said that sports play a vital role in bridging divides, fostering camaraderie, and strengthening national integration. “Through sports, we not only discover champions on the field but also build character, discipline, and leadership in our youth,” he added. He called upon the youth to imbibe qualities like compassion, courage, and commitment, and to dedicate their energy and potential in service of the nation. “The youth of Jammu and Kashmir are the torchbearers of our bright future. With peace returning to the valley, sports has become a bridge connecting aspirations with opportunities,” he remarked.

Mega Sporting Event Hosted By J&K Police: The 10th All India Police Judo Cluster, hosted by the Jammu and Kashmir Police, has brought together more than 2,000 athletes from across the country, competing in Judo, Wushu, Pencak Silat, Taekwondo, and Karate. The week-long championship aims to strengthen inter-force cooperation, promote fitness, and encourage sporting excellence among the personnel of police and paramilitary organizations. The event also reflects the growing sports culture within the police community, encouraging physical and mental well-being. Senior officers from across India’s police and paramilitary forces are attending the championship, which is being held in Srinagar under tight security but with a festive atmosphere.

Police Commitment To Community Development: Highlighting the police’s expanding role beyond traditional security duties, LG Sinha said that J&K Police has become a “partner in people’s progress.” “From counter-terrorism to drug de-addiction, from traffic management to disaster response, the J&K Police is touching every aspect of citizens’ lives,” he noted. He said the government’s focus on “community policing” has helped bridge the gap between the force and the people, creating a stronger sense of partnership in governance. “The police stations are no longer just places for lodging complaints — they are becoming centers of trust and service. This is the transformation we wanted to achieve,” Sinha said. The LG lauded various community initiatives undertaken by the J&K Police such as ‘Civic Action Programmes’, youth engagement drives, and sports outreach activities, which have helped channelize the energy of youth toward positive pursuits. He also mentioned the police’s role in combating the menace of drug abuse, which has emerged as a new challenge in the region. “The fight against narcotics is as important as the fight against terrorism. Drugs are destroying families and communities. I urge every citizen to support the police in this mission to save our youth,” Sinha appealed.

‘New Jammu & Kashmir Rising’: The Lieutenant Governor said that the vision of a “New Jammu & Kashmir” is now taking shape through a combination of security, stability, and development.

He said the administration’s emphasis on investment promotion, employment generation, and infrastructure creation has been made possible because of the peace established by the security forces. “Peace is the prerequisite for progress. With peace prevailing, we are seeing new industries coming up, record tourist arrivals, and massive infrastructural projects transforming the landscape of Jammu and Kashmir,” he said. He cited the recent influx of investment proposals from national and international companies, saying that this confidence is a direct result of a secure environment ensured by the police and armed forces. “Earlier, fear was the biggest obstacle to growth. Today, that fear has been replaced with hope and opportunity,” he remarked. The LG also pointed to the role of women in this transformation, saying that women police officers and sportspersons are “symbols of courage and equality,” setting examples for the next generation.

Presence of Top Dignitaries: The event was attended by DGP Nalin Prabhat, Special DG Coordination Shri S.J.M. Gillani, ADGP Armed Shri Anand Jain, senior officers of the police and civil administration, representatives from various sports associations, and a large number of youth and sports enthusiasts. The Lieutenant Governor interacted with several athletes and officials participating in the championship, appreciating their discipline and spirit. He also visited stalls set up by different police wings and encouraged officers to continue promoting fitness and welfare initiatives within the force. The DGP, in his brief address, said that the championship reflects the commitment of J&K Police to promoting sports as an integral part of professional and personal development. “Physical fitness, team spirit, and discipline — these are the pillars that make both good sportspersons and good police officers,” DGP Prabhat said. He thanked the UT Government for its continued support to the police organization and for recognizing the efforts of personnel in maintaining peace and promoting social harmony.

Sports, Peace, Nation-Building: The LG underscored that sports, beyond medals and competition, have a deep connection to nation-building. “When our police personnel compete in sports, they not only represent their force but also embody the spirit of India — resilient, diverse, and united,” Sinha said. He said the All India Police Judo Cluster exemplifies the national integration envisioned by the Constitution of India. “It is not just a sporting event, but a celebration of discipline, unity, and friendship,” he added. The Lieutenant Governor also expressed pride that Jammu and Kashmir, once known for unrest, is now hosting major national and international events, symbolizing a transformed identity. “From fear to festivity — that is the real story of New Jammu and Kashmir,” he said to a loud applause from the audience.

“LG Sinha said that the dawn of peace has arrived in the Valley. Now, it is our collective duty to protect it, strengthen it, and transform it into lasting prosperity. The commitment of the police and security forces has laid the foundation for a peaceful, progressive, and self-reliant Jammu and Kashmir where the dreams of its youth can flourish freely, he added.”

‘From Conflict To Confidence’| LG’s Vision For Youth: Calling upon the youth of Jammu and Kashmir to seize the opportunities emerging in the region, LG Sinha said that the UT government is committed to providing every possible platform for young people to excel — in education, entrepreneurship, and sports. “Our youth are talented, innovative, and ambitious. With the end of the dark era of terrorism, they must now lead J&K toward a brighter, developed, and peaceful future,” he said. He also highlighted ongoing youth-centric initiatives such as Mission Youth, Skill Development Programmes, and Entrepreneurship Support Schemes, saying that these are transforming lives at the grassroots level. “The real victory against terrorism is not just on the battlefield but in classrooms, playgrounds, and start-up hubs where dreams are being realized,” he added.

A Message of Resilience,  Reform: As the event concluded, LG Sinha reiterated his admiration for the bravery of the police and security forces who laid down their lives in the line of duty. “We can never forget the supreme sacrifices of our martyrs. They are the guardians of our peace and the foundation of our progress,” he said, urging citizens to always respect and support the security forces. The Lieutenant Governor reaffirmed that the administration will continue to strengthen the institutional framework for internal security while simultaneously focusing on social welfare and economic growth. “Development and security go hand in hand. Every road built, every school opened, every industry launched — all stand upon the sacrifices of our men and women in uniform,” he said.

Athletes from across the country competed under the banner of discipline and brotherhood, reflecting the values that both sports and policing stand for.
