J&K Government’s Commitment to Employment Landscape Enhancement
The Union Minister of State for Home, Nityanand Rai, recently revealed an impressive milestone achieved by the government of Jammu and Kashmir post August 2019, over 29,000 vacancies were successfully filled, marking a significant leap in the region’s efforts to revitalize its employment landscape. In response to a question posed to him, Rai highlighted the transformative governance reforms undertaken by the Jammu and Kashmir government, particularly in the domain of recruitment. The minister disclosed that a comprehensive recruitment drive had been launched post the Article 370 abrogation, resulting in the filling of 29,295 vacancies. The recruitment agencies advertised 7,924 vacancies, and examinations for 2,504 positions have already been conducted. Rai underscored the continuous and ongoing nature of the identification and fulfillment of vacancies, undertaken as part of an accelerated recruitment drive. The government’s commitment to tackling unemployment extends beyond filling existing vacancies, with various initiatives aimed at fostering self-employment and sustainable income generation. To address the issue of unemployment, the Jammu and Kashmir government has implemented self-employment schemes across different sectors, offering subsidised loans for establishing income-generating units. The Periodic Labour Force Survey (PLFS) conducted by the National Sample Survey Office revealed an 18.3% unemployment rate among individuals aged 15-29 in the region from July 2020 to June 2021. Furthermore, Rai informed that the government has allocated MBBS seats from the Central Pool to two candidates of Civil Terrorist Victims in 2022-23. However, he clarified that there is currently no provision for funds and scholarships for such candidates. The data presented by the government indicates substantial progress in job creation. From August 2019 to December 6, 2023, a total of 31,830 vacancies in the government sector, including positions in J&K Bank, have been filled in the Union Territory. Simultaneously, numerous measures have been taken to generate employment opportunities for the youth. The government’s commitment to addressing unemployment is further highlighted by the creation and reinforcement of 7.4 lakh self-employment and livelihood opportunities since the fiscal year 2021-22, extending up to December 6, 2023. New initiatives like Mumkin, Tejaswani, and Spurring Entrepreneurship under Mission Youth have been introduced to facilitate the establishment of business units and sustainable livelihood projects, particularly in the transport sector. The document underscores the government’s focus on connecting job seekers with potential employers through job fairs and placement drives. Over the last two years, a total of 151 job fairs were conducted, attracting participation from 1631 companies, resulting in enhanced job placement opportunities. As part of its commitment to skill development, the government announced initiatives for the fiscal year 2023-24, aiming to address skill gaps among the youth. Between 2020 and October 2023, a substantial number of candidates, totaling 4,74,464, actively engaged in career counseling sessions, while 2,12,109 candidates participated in awareness campaigns for career guidance.

In an effort to bring transparency and efficiency to the recruitment process, the government implemented governance reforms, including the establishment of the Accelerated Recruitment Committee in 2020. This committee oversees public sector recruitment and promotes merit-based selections in a transparent, equitable, and fair manner. To further enhance transparency, interviews for all posts up to and including Pay Level 5, and some in Pay Level 6, have been eliminated. Last year, Lieutenant Governor Manoj Sinha emphatically declared that those implicated in recruitment scams would face exemplary punishment in accordance with the law, emphasizing the need to prevent such incidents from recurring in the future. He said that over the past three years, the Jammu and Kashmir administration had successfully provided government jobs to 30,000 youth. He underscored the commitment to merit-based selections, asserting, “No job was given on anyone’s recommendation; only meritorious candidates were selected.” Acknowledging that certain recruitment processes had encountered discrepancies, LG Sinha assured the audience that the Central Bureau of Investigation (CBI) had conducted inquiries into such cases. “Those found involved will be given exemplary punishment as per the law of the Indian Constitution, ensuring that such things are not repeated in the future,” he said. LG Sinha highlighted the administration’s dedication to transparency in the recruitment process, asserting that all 30,000 government posts had been filled with fairness and integrity. He shared an anecdote about a recent incident involving the declaration of results by the Jammu and Kashmir Services Selection Board (JKSSB). He also revealed the administration’s proactive approach, announcing plans to advertise 20,000 job opportunities within the next two months. Meanwhile, the Jammu and Kashmir Service Selection and Recruitment Board (SSRB) have made significant strides in addressing staff shortages across various departments, including health. Recently SSRB has finalized a list of over 2,300 successful candidates for government posts. Chairman SSRB, Rajesh Sharma said that list includes 1,534 candidates for junior assistant posts referred by different departments. Additionally, the board has concluded the selection process for junior staff nurse (582) and ANM/health worker (202) positions, with approval granted during the 220th board meeting. He acknowledged a slight delay in finalizing the lists due to some candidates resorting to legal action. He explained the court orders on the petitions came recently, and we have expedited the process since then. Looking ahead, Sharma provided insights into upcoming recruitments in Jammu and Kashmir. The board plans to conduct examinations for 1,390 junior engineer posts in various departments, 1,972 finance accounts assistant positions, and 1,395 panchayat secretary roles in March and April this year. Highlighting the board’s commitment to streamlining the recruitment process, Sharma said that ongoing efforts to formulate a comprehensive calendar of activities for government job recruitment. “We are working on framing a calendar of examinations for six to eight months right now. The annual calendar will help in a time-bound and expeditious recruitment process,” he added.
