On Republic Day, Lieutenant Governor Manoj declared that India has ascended to become the world’s fifth-largest economic power. Numerous communities, long overlooked since independence, have now found a voice, touched by an inclusive wave of development. He emphasized that India stands as a guiding beacon during challenging global times, paving the way for the well-being and prosperity of humanity with the spirit of “Vasudhaiva Kutumbakam.” The resilient image of a self-confident India is echoing in Jammu and Kashmir, signifying progress and positivity. The Lieutenant Governor highlighted the realization of the dream for a free life and social equality. He underscored sincere efforts to shape a modern Jammu and Kashmir, reflecting the aspirations of the common man. Envisioned as a region where policies align with the ideals and values of humanity, merit is valued, and an atmosphere of peace and tranquility prevails. He expressed the vision of a Jammu and Kashmir that provides boundless opportunities for youth, women, farmers, and workers. A place where societal aspirations soar higher than the mightiest hills, allowing even the humblest to dream big. The government machinery, he affirmed, operates with unwavering dedication to transform these dreams into reality. LG Sinha said in just four years, overcoming numerous challenges, we have forged a new Jammu and Kashmir that stands tall and self-reliant. Our primary resolution for 2024 is to lay the foundation for a new society, empowering the upcoming generation with fresh skills, modern knowledge, and abundant resources, all contributing to the rapid progress of the country, he said. The Lt Governor said the successful conclusion of the G20 summit not only showcased Jammu and Kashmir’s economic strength, business capabilities, cultural prosperity, and tourism potential to the world but also dealt a resounding blow to militants and enemies of humanity. Our commitment is unwavering; we will not rest until we dismantle the militancy ecosystem and put an end to the proxy war waged by our neighboring country. He said in our sincere efforts, we aim to revive traditional wisdom, uphold the values of our ancient civilization, fortify an inclusive cultural ecosystem, and promote cultural assets alongside economic growth for an industrial society. “Under the leadership of Prime Minister Narendra Modi, the ‘Viksit Bharat Sankalp Yatra’ campaign has successfully reached the doorsteps of beneficiaries, ensuring 100% saturation of flagship schemes. Today marks the culmination of this yatra, and I am delighted to report that Jammu and Kashmir has maintained its tradition of leading such campaigns nationwide,” he said. The LG Sinha said nearly 4 million people from the Union territory participated in this Yatra, setting a new record. The true strength of our democracy lies at the grassroots. While the administration was fully prepared for timely elections in all Panchayats and urban local bodies, constitutional obligations necessitated the extension of reservation and rationalization, causing a slight delay. “I assure everyone that under the leadership of the Prime Minister, a robust three-tier Panchayati Raj system has been established in Jammu and Kashmir. We remain committed to empowering local government institutions and strengthening grassroots governance,” he added. Lieutenant Governor Sinha remarked, “Over the past few years, the dreams of millions of youths have been fulfilled. On the eve of Republic Day, economic assistance of Rs. 1384 crores has been provided to 94,680 young entrepreneurs of Jammu and Kashmir, who, as job creators, will contribute significantly to strengthening our economy. Starting from the financial year 2021-22 until now, opportunities for self-employment have been provided to 8.34 lakh youths. He said that merit-based recruitment has been ensured for 31,830 positions in the Government, and the recruitment process for 12,264 new positions is underway. 882 compassionate appointments cases have been approved last year, providing an opportunity for a dignified life to the families of brave martyrs and those affected by the untimely loss of primary breadwinners, LG Sinha said. “Some path-breaking initiatives have been taken to further the interests of farmers, leading to unprecedented improvement in their incomes. Agriculture and allied sectors are now being viewed as sustainable sources of livelihood. Under the Holistic Agriculture Development Program, 29 projects are being implemented on the ground at a cost of Rs. 5,013 crores, to ensure comprehensive development of this sector,” he said. This plan is expected to bring monumental changes in the lives of 13 lakh farmer families. An investment of Rs. 28,000 crores shall be made in GSDP, generating employment opportunities for an additional three lakh people. In 72 years, the capacity of CAA (Controlled Atmosphere Storage) was developed to the tune of only 1.35 lakh metric tons. Within the short period of just three years, an additional capacity of 2.44 lakh metric tons of cold storage has been generated with substantial investment. The Prime Minister’s Crop Insurance Scheme has been implemented in all 20 districts, and efforts are underway to implement the scheme in the horticulture sector. To ensure economic security for farmer families, a total of 14.83 lakh Kisan Credit Cards have been distributed so far.  “The yellow revolution has provided a new source of income for farmers in Kashmir, with an increase of 11,000 hectares of area under vegetable cultivation in the Union territory. Three new agricultural products, Sulai Honey, Bhaderwah Rajmash, and Mushkbudji, have received GI tags,” he said. LG Sinha said that to ensure fair prices for the farm produce of Jammu and Kashmir, a total of 23 mandis have been integrated with e-NAM. Under the PM Kisan Samman Nidhi Yojana, Rs. 2852 crores have been deposited directly into the bank accounts of 12.68 lakh eligible farmers. The progressive farmers and youth are being connected with new technologies in the agriculture sector, he said.

Under the PM Kusum Yojana, 9000 solar agricultural pumps are being provided to farmers for alternative energy, he said they are actively working towards the goal of doubling milk production by 2027 through the Jammu and Kashmir Dairy Mission, benefiting 6.6 lakh farmers. A farmer is the soul of our society. They are our pride, our glory, and people must respect them as a key to our existence. This shall be the resolution for our new society.” He said industrial revolution is sweeping across Jammu and Kashmir, with investment proposals totaling Rs. 90,182 crores received so far. This influx is anticipated to directly create employment opportunities for more than four lakh people.  “Since 2019, the region has witnessed an industrial investment of over Rs. 12,000 crore, either realized on the ground or in the pipeline. To achieve the vision of ‘Made in Jammu and Kashmir,’ 46 new industrial estates are being developed.” LG Sinha in a bid to elevate Jammu and Kashmir’s products on the global handicraft map, GI tagging has been approved for 9 crafts, and the process for GI registration of 11 other products is underway.  “A leading e-commerce company has launched a robust web portal to showcase the region’s handicrafts globally. The lithium mines at Reasi are expected to open up new opportunities for investment and employment, adding a dynamic dimension to the economic journey of Jammu and Kashmir.”

Over 1,000 public services available online, emphasizing transparency and a corruption-free administration. The region recorded 74 crore 42 lakh e-transactions in the previous year. Despite achievements, the region faces challenges, including drug abuse among youth and the need for unity to combat militancy. LG Sinha’s address highlights a vision for a prosperous and inclusive Jammu and Kashmir, showcasing achievements and outlining plans for future development.
