Chief Secretary Atal Dulloo: A Man with a Mission

Known for his dynamic personality and mission-oriented approach, Chief Secretary Atal Dulloo assumed office on December 1, bringing a fresh wave of energy to the administrative landscape of Jammu and Kashmir.  He was recently appointed as the new Chief Secretary of Jammu and Kashmir, marking a significant development in the administration of the region. In the past nine days, Dulloo has left no stone unturned in making his mark, embarking on a comprehensive tour to all major departments within the region. Dulloo’s proactive leadership style has been evident as he tirelessly visited various government departments to assess their progress and understand the challenges they face. This hands-on approach has garnered praise from officials and citizens alike, signaling a commitment to addressing issues at the grassroots level. Under his leadership, Jammu and Kashmir can anticipate a renewed focus on efficient governance, streamlined processes, and accelerated development. Atal Dulloo’s reputation as a man with a mission is being reflected in his swift actions and dedication to bringing positive change to the region. As Chief Secretary, Atal Dulloo is poised to play a pivotal role in shaping the future trajectory of Jammu and Kashmir, and his proactive engagement with the administrative machinery bodes well for the state’s progress.  This week Dulloo reviewed the full operationalization of major health facilities in Jammu and Kashmir.  The meeting, attended by key health officials, focused on staff adequacy, equipment provision, and project completion. He emphasized filling staff vacancies promptly, ensuring adequate machinery and medicines, and monitoring healthcare services in remote areas.  The Secretary of Health reported success in the Universal Health Insurance scheme and highlighted digital interventions for improved healthcare delivery. With over 4000 health facilities, including 2 AIIMS and 7 new Medical Colleges, J&K’s healthcare landscape is undergoing a transformative phase. It was followed by another meeting, with the Traffic Department, which emphasized the role of every traffic cop in managing road traffic effectively across Jammu and Kashmir.

The CS Duloo highlighted the need for increased focus on city roads and routes to popular tourist destinations, urging the analysis of traffic data to deploy manpower efficiently.  He stressed strict enforcement against wrong and roadside parking in twin cities Srinagar and Jammu, advocating the use of IT tools to curb violations. Dulloo outlined a comprehensive strategy to reduce road fatalities, including penalties leading to license cancellation for repeat offenders. He called for timelines in implementing automatic challaning and a disciplined driving plan using IT tools for identifying and penalizing traffic violators. The Chief Secretary also took note that the region garnered Rs 17 Cr from traffic violators until November this year. Plans for a robust city surveillance system and Intelligent Traffic Management Systems (ITMS) were discussed, promising a significant impact on traffic flow in the coming months. Recently, CS Dulloo conducted a detailed review of schemes aimed at transforming agriculture, horticulture, animal husbandry, and fisheries in J&K.  During the meeting, Dulloo stressed the pivotal role of the agriculture sector in improving the region’s economy and highlighted several Centrally Sponsored Schemes (CSS) and the Holistic Agriculture Development Programme (HADP) currently in progress. He emphasized the importance of providing quality agricultural inputs, including seeds, fertilizers, and equipment, and proposed hands-on training for farmers in new techniques and technology.  Dulloo suggested a baseline survey of farmers to understand their concerns, expectations, and priorities, emphasizing the need for a symbiotic relationship between agricultural universities and departments.  The Chief Secretary called for simplified procedures for farmers to avail of government-sponsored benefits, crop insurance, and dissemination of success stories to attract the youth to the sector. Dulloo directed efforts towards obtaining Geographical Indication (GI) tagging for products, optimum exploitation of sectors like dairy development and food processing, and adding items like Walnuts and Kiwi to the e-National Agriculture Market (e-NAM). The Chief Secretary encouraged a focus on export plans for niche crops and products, making agriculture a lucrative sector for the youth.
