KPDCL’s Crackdown on power thefts Intensified in Kashmir: Culprits Unmasked

The Kashmir Power Distribution Corporation Limited (KPDCL) has initiated a comprehensive campaign to curb power theft, conducting thorough day and night inspections that have uncovered various illicit activities, ranging from simple hooking to sophisticated meter tampering. Officials conducting the inspections uncovered instances of consumers resorting to basic hooking of distribution lines and intricate tampering of meters. In certain locations, individuals went to the extent of installing changeovers to facilitate power theft. KPDCL has taken to social media platform X to raise awareness, sharing viral videos, including one from Chanapora revealing a consumer using underground wiring to stealthily siphon off electricity. Addressing power theft, KPDCL emphasized its priorities, stating, “Electricity for an Oxygen Concentrator is more important than electricity for a crude heater. Electricity for the studies of our kids is more important than electricity for a crude water boiler.” During inspections, alarming findings, highlighting cases where consumers paying a nominal monthly bill were consuming electricity worth ten times the amount. With 65 percent non-metered consumers out of a total of 11 lakh power connections in Kashmir, the pilferage levels were deemed unsustainable, significantly impacting service quality. Chief Engineer Javid Yusuf Dar has stressed the societal consequences of power theft, stating, “By indulging in power thefts, these people are creating problems for the whole society.” He assured an intensified crackdown while simultaneously advancing smart metering processes. To enhance power supply, KPDCL announced incentives for 22 feeders with low AT&C losses and committed to extending round-the-clock power supply to additional areas. Recent data indicated that KPDCL conducted 14,893 inspections last month, resulting in fines totaling Rs 1.80 crore imposed on consumers for power theft and meter bypassing. Recently Managing Director Mussarat Islam emphasized improving billing and collection efficiency during a meeting with Superintending Engineers, highlighting its direct impact on revenue realization and reduction in AT&C losses. The MD also stressed strict adherence to curtailment schedules and maintaining vigilance over vulnerable feeders. During November, KPDCL conducted 14,893 inspections, regularized 995 illegal connections, and added a load of 2.9 MW. The corporation has disconnected 13,229 consumers for non-payment of energy dues, collecting Rs 4.83 crore in arrears in November alone. In the current financial year, KPDCL conducted 78,673 inspections and regularized 31,706 connections in the Kashmir division. The MD directed SEs to prepare post-snow preparedness plans for real-time power supply restoration and advised monitoring weather forecasts for proactive mobilization of resources.

Responsible consumption contributes to overall service quality and grid reliability.  To address the concerns of both metered and unmetered areas, KPDCL should implement a range of measures aimed at improving service quality, ensuring fairness in billing, and promoting responsible electricity usage.”

Residents are encouraged to practice energy conservation measures in their daily lives, ensuring responsible consumption for a sustainable and brighter future. Observant citizens are crucial in identifying and reporting any suspicious activities related to power theft. Reporting irregularities promptly to KPDCL can aid in swift corrective actions. Supporting KPDCL’s efforts, citizens are urged to prioritize essential needs over unnecessary electricity consumption. This collective effort ensures a fair distribution of power resources. Residents are urged to educate their communities about the importance of legal electricity usage, the consequences of power theft, and the role each individual plays in maintaining a reliable power supply. Say no to power theft and advocate for legal electricity practices within the community. Empowering society ensures a collective commitment to a reliable power supply. Ensure fair billing practices by monitoring and verifying your electricity usage regularly. Responsible consumption contributes to overall service quality and grid reliability.  To address the concerns of both metered and unmetered areas, KPDCL should implement a range of measures aimed at improving service quality, ensuring fairness in billing, and promoting responsible electricity usage. Introduce and encourage the use of smart meters to provide real-time data and enhance accuracy in billing for metered areas. Smart meters can enable better monitoring of electricity consumption patterns, leading to more transparent billing practices. Conduct awareness campaigns to educate consumers in metered areas about the benefits of smart metering and encourage them to adopt energy-efficient practices. In the wake of harsh winter weather conditions in the Kashmir Valley KPDCL should postpone the drive against consumers until March 2024 following extreme cold temperatures, heavy snowfall, and challenging living conditions.  This temporary halt in the drive would provide an opportunity for KPDCL to address systemic issues and implement long-term solutions to improve the overall electricity distribution network in the Valley.
