Hyderabad: The Congress party unveiled the 12 point SC and ST declaration of the party at a well gathered ‘ Praja Garjana Sabha’ held at Chevella , outskirts of the city , on Saturday evening, ahead of assembly elections in the state.
Promising free houses, free education and reservations in government contracts, the SC, STs declared was released by All India Congress Committee (AICC) President Mallikarjun Kharge in the presence of AICC in charge for Telangana Manikrao Thakare TPCC chief A. Revanth Reddy and CLP leader Bhatti Vikramarka, among others.
In the declaration, the congress vowed to enhance reservation for SCs to 18 per cent on the basis of population and in the reservations, strict measures will be taken to implement A, B, C, D classification .
Under the Ambedkar Abhaya Hastam scheme, SC and ST families were to be given financial assistance of Rs. 12 lakh, the party promised that adequate funds would be allocated in every budget in the next five years and the scheme would be fully implemented.
Under Special Reservations, the congress assures to enhance 18% reservation for SCs and 12% for STs in government procurement and all contracts. Introduction of reservation in private educational institutions, private companies receiving government incentives, the party promised.
According to the declaration, under the Indiramma Pakka House Scheme, each houseless SC and ST family will be given a plot of land and Rs.6 lakhs for house construction, the party assured and said that the scheme will be applicable to every eligible SC and ST family within five years.
Besides restoration of all rights to the assigned lands to the SC and ST assignees which were taken away by the BRS government, the party in the declaration also promised to provide compensation to the assigned lands acquired under the Land Acquisition Act 2013 for public on par with the patta lands.
The Forest Rights Act brought by the Congress under the leadership of Mrs. Sonia Gandhi to be strictly implemented and all eligible people will be provided with Podu Patta lands, the party promised.
Under Sammakka Sarakka Tribal Rural Development Scheme (SSGGAP Scheme), each Gudem and Tanda Gram Panchayat to be allocated Rs.25 lakh annually, the party also promised to set up
3 new SC Corporations for Madiga, Mala, and other SC sub-castes and sanction of Rs.750 crores to each corporation every year.
Besides formation of Tukaram Adivasi Corporation, Sant Sewalal Lambada Corporation, and Erukula Corporation to be set up and Rs 500 crore to be sanctioned to each corporation every year, the Cognress party also assured to establish 5 new ITDAs at Nalgonda, Mahbubabad, Khammam, Nizamabad and Mahbubnagar for plain area STs besides super specialty hospitals in all ITDA centres.
Under Vidya Jyotulu Scheme, SC and ST students will get Rs.10,000 on passing 10th standard and Rs.15,000 on passing Inter, Rs 25,000 on completing graduation, and Rs 1 lakh will be given on completion of Post Graduation, the party announced in declaration and adding to give Rs 5 lakhs to SC and ST youth on completion of M Phil and Ph D.
Besides establishment of SC and ST Residential Schools with one Gurukulam in each mandal in the state, the party also promised for re-introduction of fee reimbursement scheme, provision of hostel facility to all SC and ST students studying under graduation and post graduation.
Financial assistance to be provided to every SC and ST student who gets admission in universities abroad,the declaration added.
