Navin discusses proposed annual action plans of Centrally Sponsored Schemes for FY 2022-23

Jammu  Principal Secretary Agriculture Production & Farmers’ Welfare Department (AP&FWD), Navin Kumar Choudhary Thursday chaired a meeting of senior officers to discuss the proposals of various centrally Sponsored Schemes (CSSs) for the financial year of 2022-23.
The State Level Executive Meeting (SLEC) over Sub-Mission on Agricultural Mechanization (SMAM) & Sub-Mission on Seeding & Planting (SMAP), National Food Security Mission (NFSM) and Inter Departmental Working Group (IDWG) meeting of Sub-Mission on Agricultural Extension (SAME) and Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) for the financial year 2022-23. Mission Director/Nodal Officer National Mission on Agricultural Extension and Technology (NMAET) /NFSA/PMKSY gave a detailed presentation about the proposed Annual Action Plan of all these Centrally Sponsored Schemes to be undertaken during the 2022-23 financial year.
MD informed the Principal Secretary, who is chairman of SLEC, about the scheme-wise proposed Annual Action Plans (AAP) under State Extension Work Plan (SWEP) 2022-23 during which Rs 20.25 crore has been proposed in the plan for Agriculture and its allied departments.
A detailed discussion was held wherein the highlights of proposed AAP 2022-23 were held vis-a-vis State Agricultural Management And Extension Training Institute (SAMETI) level activities and farmer oriented activities which include inert State, within State/UT and district training for these farmers, besides exhibitions, exposure visits, women food security groups, Kissan Goshties etc.
The Principal Secretary asked the Mission Director to coordinate with Social Welfare Department for convergence of several schemes similar in nature meant for Scheduled Caste categories.
The meeting also discussed the financial progress under NMAET and PMKSY during which it was given out that under PDMC-PMKSY Rs 5.80 Crore of funds were allotted, of which Rs 32.7 Crore have been utilized so far.
Similarly, a department-wise proposal of AAP PDMC for the year 2022-23 were also presented before the chairman and it was informed that Rs 48.50 crore funds have been proposed for Agriculture and Horticulture departments for micro-irrigation and other interventions for J&K.The meeting was further informed about AAP for Command Area Development and it was given out that Rs 206 Crore for 22667 Ha in ISBIG (31 projects) and AIBP (2 projects) have been proposed during the financial year of 2022-23.
The meeting also discussed the Irrigation & Flood Control/Jal Shakti schemes to be taken during the current financial year and their proposed action plan.
Likewise, the meeting also discussed the Annual Action Plan of Sub Mission on Agricultural Mechanization and the highlights for the proposed plan include tractors, power tillers, rotavators, harvesters, reaper cum binder etc under proposals and anticipated outcome.
Navin Choudhary asked the concerned to prioritize such farm mechanizations for border areas for the farmers from frontier areas of Jammu and Kashmir.
The meeting also discussed the annual action plans National Food Security Mission (NFSM) and SAME and Sub-Mission on Seeds & Planting Material.
Summing up the discussion, Navin Choudhary directed all the concerned to revise the proposals of various CS schemes so that a comprehensive annual action plan would be formulated and finalized.
Commissioner Secretary Social Welfare Department, Commissioner Secretary Jal Shakti, Director General Horticulture Kashmir, DG Command Area Development Jammu, Directors of Agriculture Jammu/Kashmir, Director Floriculture Jammu, Director Sericulture, Directors of Sheep Husbandry Jammu/ Kashmir, Directors of Animal Husbandry Jammu/ Kashmir, Director Command area Development Kashmir, representatives of SKUAST Jammu/Kashmir and other concerned attended the meeting in persona and in virtual mode.
