Makes All 7 Papers Mandatory With 50% Qualifying Marks Under New Framework

Srinagar | November, 04: The Jammu and Kashmir Government has introduced a major revision in the probation and departmental examination framework for newly recruited Junior Scale officers of the Jammu and Kashmir Administrative Service (JKAS), replacing the two-decade-old rules through Notification S.O. 278.
Under the revised Jammu and Kashmir Combined Competitive Services (Probation and Examination) Rules, 2026, probationers must qualify all seven compulsory papers carrying 100 marks each, with a minimum prescribed passing mark of 50 per cent separately in every paper. The new framework removes the earlier provision that allowed candidates to choose optional papers and standardizes the pass percentage across the board.
Directly recruited officers will remain on probation for two years and must appear in the departmental examination conducted twice annually by the Jammu and Kashmir Public Service Commission (JKPSC). Passing the examination is directly linked to the confirmation of service and the release of annual increments. Candidates will be allowed three regular attempts and one mercy chance, with permission to consult unannotated Bare Acts and legal manuals during the written tests.
