Srinagar: Chief Secretary, Atal Dulloo, Tuesday reviewed the preparedness of the Industries & Commerce Department for participation in the Government of India’s flagship Bharat Audyogik Vikas Yojana (BHAVYA), a national initiative aimed at developing world-class plug-and-play industrial parks across the country to promote industrial growth, attract investments and generate employment opportunities.
The meeting was attended by Commissioner Secretary, I&C; Director, Industries, Kashmir/Jammu; MD, SIDCO/SICOP and other concerned officers of the department.
Addressing the meeting Chief Secretary said that BHAVYA scheme presents a transformative opportunity for Jammu and Kashmir and instructed the Industries & Commerce Department to expedite the identification of suitable land parcels in both divisions for the initiative. This scheme aims to establish modern industrial ecosystems that can attract significant investments, create job opportunities, and promote balanced regional economic development. The Chief Secretary highlighted the importance of meticulous planning, urging the preparation of Detailed Project Reports (DPRs) for each shortlisted land parcel in alignment with the scheme’s guidelines. He stressed that the proposed industrial estates should be developed as fully integrated plug-and-play facilities, equipped with necessary infrastructure and support services, allowing industrial units to begin operations immediately upon allotment. During the meeting, Commissioner Secretary Vikramjit Singh provided an overview of the BHAVYA scheme, which aims to establish 100 plug-and-play industrial parks across India over six years, with a financial outlay of approximately ₹33,660 crore. The first phase will focus on developing up to 50 industrial parks through a competitive selection process. Progress updates revealed that a land parcel of about 725 kanals in Vijaypur, Samba district, has been identified as a potential site for an industrial park. Additionally, feasibility assessments are underway for various sites in the Kashmir division, including Anantnag, Budgam, and Srinagar, to determine their suitability for development. The Chief Secretary noted that the first application window for the scheme is open from June 1 to July 31, 2026, during which proposals from eligible states and Union Territories will be considered. He urged all stakeholders to work diligently to meet procedural requirements and submit a comprehensive and competitive proposal within the designated timelines. Participation in the BHAVYA scheme is expected to significantly boost investment, entrepreneurship, and overall economic growth in Jammu and Kashmir, and the Chief Secretary called for concerted efforts to leverage this national initiative for the region’s benefit.
