Srinagar :Chief Secretary, Atal Dulloo Monday chaired the meeting of the State Executive Committee (SEC) of the Department of Disaster Management, Relief, Rehabilitation & Reconstruction (DMRR&R) to review and approve a series of significant initiatives aimed at strengthening disaster mitigation, preparedness and response mechanisms across Jammu and Kashmir.
The meeting was attended by Additional Chief Secretary, Finance; Principal Secretary, DMRR&R; Commandant General, SDRF; Commissioner Secretary, Law; Secretary, Revenue; besides other senior officers of the DMRR&R.
During the meeting, the State Executive Committee (SEC) focused on enhancing disaster preparedness and resilience in the Union Territory (UT). Key decisions were made to improve the administration’s capacity to manage natural disasters effectively. A significant outcome was the approval of a partnership with the United Nations Development Programme (UNDP) to implement disaster mitigation measures across various districts in Jammu and Kashmir. To ensure effective coordination and implementation of this program, a Project Steering Committee was established, led by the Principal Secretary of Disaster Management, Relief, Rehabilitation, and Reconstruction (DMRR&R) and co-chaired by UNDP, with members from relevant departments. To bolster technological preparedness, the SEC approved the procurement of Digital Terrain Models (DTMs) for vulnerable districts, which will aid in the simulation, prediction, and mitigation of natural disasters. Additionally, the committee sanctioned the acquisition of satellite phones for high-risk subdivisions and tehsils to ensure reliable communication during emergencies. The meeting also addressed the formation of hazard-specific task forces for various disasters, including earthquakes, floods, Glacial Lake Outburst Floods (GLOF), and landslides. These task forces will consist of experts from national and local institutions, such as IITs and universities, to provide specialized insights for disaster risk reduction and preparedness planning. Furthermore, the SEC revalidated funds amounting to Rs 10.69 crore for the procurement of rescue and emergency response equipment, ensuring the safe and efficient conduct of the annual Amarnath Yatra in Jammu and Kashmir. The Chief Secretary underscored the importance of robust preparedness, coordinated response mechanisms, and the adoption of modern technology to minimize risks and enhance resilience against disasters throughout the Union Territory.
