Srinagar: Chief Secretary, Atal Dulloo today chaired the 3rd meeting of the UT Level Census Coordination Committee here to review the preparedness for the initial phase of Self-Enumeration and House Listing activities for Census 2027 across the districts of Jammu and Kashmir.
The Chief Secretary highlighted the critical need for comprehensive training programs for Enumerators and Supervisors to ensure accuracy and reliability in the Census data collection process. He emphasized that well-trained personnel are essential for maintaining the integrity of the enumeration exercise. Additionally, he directed that the formation and demarcation of House Listing Blocks (HLBs) be completed prior to the enumeration to facilitate a seamless process, urging close monitoring at district levels to prevent delays. The Chief Secretary also called for coordinated promotional campaigns involving various departments to encourage public participation in the Self-Enumeration process, recognizing that citizen engagement is vital for a successful Census. He reviewed district preparedness and urged Deputy Commissioners to ensure timely completion of preparatory activities and extensive outreach to maximize participation. Additional Chief Secretary, Finance, Shailendra Kumar, stressed the importance of multiple training rounds for Enumerators and Supervisors, particularly in remote areas, to ensure no household is overlooked. The Director of Census Operations provided an update on training progress, HLB formation, and the appointment of field staff, noting that training for Field Trainers had been completed and that 29 batches had been established across districts. The meeting revealed that over 24,000 HLBs have been created in Jammu and Kashmir, with more than half geo-tagged. A comprehensive publicity campaign for Self-Enumeration was outlined, incorporating various media and community engagement strategies in multiple languages. The Self-Enumeration for VVIPs is set to begin on May 17, 2026, with extensive media coverage planned. A 15-day outreach calendar has been developed to ensure participation from diverse societal groups, including educational institutions and local bodies. Districts have been encouraged to utilize local resources to facilitate the enumeration process at no cost. The status of administrative unit updates on the Census Management and Monitoring System (CMMS) portal was also reviewed, with requests for updates submitted to the Office of the Registrar General and Census Commissioner for approval.
