Jammu: Chief Secretary, Atal Dulloo Thursday chaired a meeting to review the progress of key e-governance and digital transformation initiatives being implemented across Jammu and Kashmir in collaboration with Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N). The meeting besides the Secretary, IT, Dr. Piyush Singla; and Special Director General, BISAG-N, Vinay Thakur; was attended by the concerned Administrative Secretaries, Heads of Departments, senior police officers, representatives from the National Informatics Centre, and other stakeholder agencies.
During the meeting, the Chief Secretary thoroughly reviewed the progress made in developing online platforms across various departments, aimed at enhancing governance efficiency and improving public service delivery. He called for a detailed assessment from BISAG-N regarding the readiness of these platforms and instructed departments to resolve any bottlenecks that could delay their completion and rollout. Dr. Piyush Singla provided an overview of the status of ongoing and upcoming digital initiatives, highlighting the benefits of completed platforms in terms of transparency, efficiency, and citizen-centric service delivery. BISAG-N presented a department-wise analysis of initiatives undertaken in recent years, with Special DG Vinay Thakur emphasizing the importance of making these initiatives outcome-driven and time-bound. He recommended that departments appoint nodal officers to ensure effective coordination with BISAG-N for successful implementation. Key digital platforms reviewed included the AI-based GST Fraud Detection System from the Finance Department and the End-to-End Energy Tracking and Management System for the Power Development Department. The meeting also assessed improvements in various agricultural portals developed by the Agriculture Production Department, as well as the Tourism Department’s web portal and mobile application, which features an AI-enabled chatbot. Additionally, the survey application for Pradhan Mantri Awas Yojana Urban 2.0, aimed at identifying houseless and landless beneficiaries, was discussed, along with significant advancements in the Revenue Department’s digitization efforts. The Chief Secretary highlighted the need for integrating the newly launched Single Window for Recruitment Rules with the e-Office platform and stressed the importance of establishing digital systems for the online conduct of Departmental Promotion Committees. The meeting also addressed the upgrade of the JK Samadhan portal to facilitate integration with the Centralized Public Grievance Redress and Monitoring System, enhancing the monitoring of grievance redressal timelines. The Home Department reported on the readiness of an AI-based search engine to assist investigation officers in preparing charge sheets under the Narcotic Drugs and Psychotropic Substances Act, which is set to be launched soon. Other significant platforms reviewed included various mobile applications and systems aimed at improving governance and service delivery across multiple sectors.
