2020-batch IAS officer to assume role from April 1

Srinagar: In a key administrative reshuffle, the Jammu & Kashmir Government on Monday assigned the additional charge of Director, Information, J&K, to IAS officer Shreya Singhal, further expanding her growing portfolio within the Union Territory’s governance framework.
According to an order issued by the General Administration Department (GAD), Shreya Singhal (AGMUT: 2020), currently serving as Managing Director of the Jammu & Kashmir Tourism Development Corporation (JKTDC) and holding additional charge as Chief Executive Officer of the J&K Economic Reconstruction Agency (ERA), will take over the new responsibility with effect from April 1, 2026.
A young officer from the AGMUT cadre, Singhal has quickly emerged as a key face in J&K’s administrative setup, handling critical sectors including tourism and infrastructure development.
She has been overseeing major initiatives such as the World Bank-funded Jhelum Tawi Flood Recovery Project, aimed at strengthening flood resilience and urban infrastructure in the region.
Originally from Saharanpur district of Uttar Pradesh, Singhal secured an All India Rank (AIR) 176 in the Civil Services Examination. A chemical engineering graduate from Malaviya National Institute of Technology (MNIT), Jaipur, she cleared the UPSC exam in her third attempt, scoring a total of 966 marks, including 206 in the personality test.
Her journey to the civil services reflects persistence and discipline. After failing to clear the preliminary stage in her first attempt in 2018, she improved steadily, reaching the interview stage in 2019 before finally securing a top rank. She prepared at the Jamia Residential Coaching Academy (RCA) in New Delhi, focusing on standard study material, multiple revisions and consistent answer writing practice.
Officials said her administrative experience, coupled with her exposure to development projects, positions her well to handle the Information Department, which plays a crucial role in government communication and public outreach.
Meanwhile, the government also effected several other transfers and postings.
Nazim Zai Khan, IAS (AGMUT: 2013), has been transferred from his position as Mission Director, Mission Vatsalya/Shakti (ICPS), and posted as Director, Food, Civil Supplies and Consumer Affairs (FCS&CA), Kashmir.
He replaces Dr. Sagar Doifode Dattatray, IAS (AGMUT: 2014), who has been posted as Special Secretary in the Agriculture Production Department. Dr. Dattatray has also been given additional charge as Mission Director for the Holistic Agriculture Development Programme (HADP) and the J&K Competitiveness Improvement Project (3KCIP).
In another posting, Amit Gupta, IAS (AGMUT: 2023), who was awaiting adjustment, has been appointed as Sub-Divisional Magistrate (SDM), Pahalgam.
Among JKAS officers, Rajesh Kumar Shavan has been transferred from the Tribal Affairs Department and posted as Director, FCS&CA, Jammu. He replaces Rifat Kohli, who has been directed to await further orders in the General Administration Department.
The order also noted that Mahima Madan, IAS (AGMUT: 2021), has been relieved of her additional charge as Additional Secretary in the Resident Commission, New Delhi.
