Implementation of RDD sector schemes reviewed in Kishtwar, DC stresses on accountability, quality execution

Kishtwar : Deputy Commissioner (DC) Kishtwar, Pankaj Kumar Sharma Tuesday convened a meeting with officers of Rural Development and Panchayati Raj Department to review the progress and implementation of the RDD Sector development schemes.
The meeting focused on a comprehensive and detailed review of the progress of works under UT/District Capex, Aspirational Block Development Programme (ABDP), Aspirational Panchayat Development Programme (APDP), MGNREGA, PMAY-G, SBM-G, works under DDC/BDC/PRI Grants, Awaas Plus Survey, RGSA, MGMD and other key initiatives.
A detailed presentation and analysis of all schemes was delivered by ACD, highlighting physical and financial progress across all blocks.
The DC discussed the performance of each scheme and sought inputs from Panchayat Secretaries, Junior Engineers (JEs), Technical Assistants (TAs) and other concerned officials to assess ground-level implementation and challenges.
Under MGNREGA, the DC reviewed the block-wise status of person-days (PDs) generated, timely payment of wages, geo-tagging progress and other related parameters. A thorough evaluation was conducted to ensure compliance with guidelines and timely execution of works.
The DC also conducted an in-depth review of the physical and financial progress of other ongoing schemes at the block level, including ABDP, APDP, CD Panchayat, Elementary Education, Secondary Education, Health, NFB, PMAAGY, TAD-UT, YSS and allied sectors.
The DC stressed that all schemes must be executed with the highest standards of quality. He directed officers to ensure proper coordination and timely completion of works without compromise.
Taking serious note of poor performance, the DC ordered withholding of salaries of underperforming BDOs, TAs, Panchayat Secretaries and GRS. He clearly warned that no lackadaisical approach would be tolerated in the execution of developmental works.
The DC stated that future performance reviews shall be conducted strictly on the basis of Key Performance Indicators (KPIs) for all schemes. He reiterated that accountability will be fixed at every level.
The DC imposed delay compensation on officials who failed to fill Muster Rolls under MGNREGA in a timely manner. He also directed the ACD Kishtwar to initiate the suspension of one Technical Assistant and one Panchayat Secretary for dereliction of duty.
Delivering a clear and firm message, the DC stated, “To perform or to perish,” underscoring that only a dedicated and result-oriented work culture will be accepted.
The meeting was attended by CPO Kishtwar Akhil Thakur, ACD Kishtwar Manoj Kumar, ACP Kishtwar Neeraj Sharma, AD Planning RDD, Ashraf Wani, all BDOs, Panchayat Secretaries, Technical Assistants and other concerned officers and officials.
