Srinagar: This week’s KH Snippets captures the key fiscal and policy developments shaping India and Jammu and Kashmir, with the presentation of the Union Budget 2026–27 by Finance Minister Nirmala Sitharaman and the Jammu and Kashmir Budget by Chief Minister Omar Abdullah. From infrastructure push and fiscal consolidation at the national level to enhanced central assistance and welfare-driven priorities in J&K, the week marked important signals for growth, stability and inclusive development.

  1. FM Sitharaman Presents Ninth Consecutive Union Budget : Union Finance Minister Nirmala Sitharaman this week presented the Union Budget 2026–27 in Parliament, becoming the first Finance Minister to deliver nine consecutive Budgets. Terming it a “Yuva Shakti driven” Budget, she said it is structured around three kartavyas—growth, capacity building and inclusive development—to steer India towards the goal of Viksit Bharat. Sitharaman underlined that the reform momentum of the Prime Minister Narendra Modi-led government will continue with emphasis on stability, fiscal prudence and long-term national interest.
  2. Union Budget 2026–27 Pushes Infra, Caps Fiscal Deficit at 4.3% : The Budget places strong focus on infrastructure-led growth, with public capital expenditure increased to ₹12.2 lakh crore, nearly 9 per cent higher than the previous year. Announcements include seven high-speed rail corridors, 20 new National Waterways, freight corridors and enhanced urban infrastructure funding. The total Budget outlay is ₹53.5 lakh crore, while the fiscal deficit has been pegged at 4.3 per cent of GDP, signaling continued fiscal consolidation despite global economic uncertainties.
  3. ₹43,290 Cr Allocated For J&K In Union Budget 2026–27, Assistance Up By Nearly ₹2,000 Cr : Union Finance Minister Nirmala Sitharaman proposed an allocation of ₹43,290.29 crore for the Union Territory of Jammu and Kashmir in the Union Budget 2026–27, marking an increase of nearly ₹2,000 crore over the current financial year. As per the Budget Estimates, the amount represents total central transfers to J&K for the next fiscal, signalling continued support for development and governance in the Union Territory.
  4. Omar Abdullah Tables J&K Budget 2026–27, Stresses Growth And Stability: Chief Minister and Finance Minister Omar Abdullah on Friday presented the Jammu and Kashmir Budget 2026–27, calling it a roadmap for resilience, reform and inclusive growth. The Budget projects an 11 per cent growth with GSDP rising to ₹2.88 lakh crore and prioritises infrastructure, rural development, agriculture and social sectors. The gross Budget is pegged at ₹1,27,767 crore, with a focus on fiscal prudence and capital investment.
  5. Welfare, Jobs And Infrastructure In Focus, Phased Regularisation Of Daily Wagers Planned: The Budget places strong emphasis on welfare and employment, with the government planning phased regularisation of daily-rated workers and recruitment to over 23,800 posts. Key measures include six free LPG cylinders for AAY families, support for orphans, enhanced pensions and major investments in power, tourism, agriculture and healthcare to drive inclusive development across Jammu and Kashmir.
