  • HM Amit Shah’s Call For An ‘Impenetrable’ Anti-Terror Grid With Focus On 360 Degree Anti-Terror Approach , Uniform ATS Structure At Anti-Terror Conference

Srinagar: Prime Minister Narendra Modi on Thursday said the Bharatiya Janata Party (BJP) took pride in having the opportunity to abrogate Article 370, describing the move as a historic correction that strengthened India’s unity and ensured the full application of the Constitution in Jammu and Kashmir. On the same day, Union Home Minister Amit Shah reaffirmed the government’s zero-tolerance policy towards terrorism, calling for a stronger, technology-driven and unified national security architecture to counter evolving threats. The statements by the Prime Minister and the Home Minister, delivered at separate high-profile events in Lucknow and New Delhi, underscored the BJP-led National Democratic Alliance’s focus on national integration, governance reforms and internal security.

PM Modi Inaugurates Rashtra Prerna Sthal In Lucknow: Prime Minister Modi made the remarks while inaugurating the Rashtra Prerna Sthal in Lucknow on the 101st birth anniversary of former prime minister Atal Bihari Vajpayee. The memorial complex features 65-foot bronze statues of Vajpayee, Syama Prasad Mookerjee and Pandit Deendayal Upadhyaya, along with a lotus-shaped museum spread across nearly 98,000 square feet. Addressing a public gathering after the inauguration, Modi said the memorial symbolised the ideals of self-respect, unity and service that have guided India’s journey. He later visited the museum complex and interacted with officials involved in the project.

‘Proud to Tear Down the Wall Of Art 370’: “The BJP is proud that our government had the opportunity to tear down the wall of Article 370,” Modi said, recalling the ideological stand of Syama Prasad Mookerjee against the concept of “two constitutions, two flags and two prime ministers”. He said the abrogation of the special status of Jammu and Kashmir marked a decisive step towards national integration. The Prime Minister said the full application of the Constitution in Jammu and Kashmir had strengthened unity and brought the region firmly into the mainstream. He added that the move reflected the BJP’s long-standing commitment to the country’s integrity.

Attack On Dynastic Politics: Prime Minister Narendra Modi launched a sharp attack on the Congress, accusing it of promoting dynastic politics and “one family glorification”. He said that after Independence, a tendency developed to attribute every positive achievement to a single family, while the contributions of several national leaders were either ignored or diluted. He cited examples of leaders such as Sardar Vallabhbhai Patel, B R Ambedkar and Netaji Subhas Chandra Bose, alleging that their legacies were not adequately recognised for decades. Modi said it was the NDA government that worked to restore due recognition to such leaders through national memorials, renaming of landmarks and initiatives like the Pradhanmantri Sangrahalaya.

Antyodaya As Core Governance Philosophy: Highlighting the government’s welfare agenda, Modi said Pandit Deendayal Upadhyaya’s Antyodaya vision — which measures progress by the well-being of the last person in the queue — had been made the cornerstone of governance. He said the government adopted a saturation approach to ensure benefits reached every eligible citizen without discrimination. “Before 2014, about 25 crore people were covered under social security schemes. Today, this number has increased to nearly 95 crore,” the Prime Minister said, adding that crores had benefited from housing, drinking water, sanitation, electricity, healthcare and food security schemes. He described this approach as “true social justice and true secularism”.

December 25 As Good Governance Day: Calling December 25 a “Day of Good Governance”, Modi paid tributes to Vajpayee, Mahamana Madan Mohan Malaviya and Maharaja Bijli Pasi. He said Vajpayee’s life and leadership set high standards of conduct, ideological firmness and commitment to national interest. Earlier in the day, in a post on X, the Prime Minister said Vajpayee’s personality, work and leadership would continue to be a guiding light for the nation’s all-round development. Vajpayee’s birth anniversary is officially observed as Good Governance Day. Referring to Uttar Pradesh, Modi said the “double-engine government” had transformed the state from being known for poor law and order to becoming a hub of development. He cited major projects such as the Ram Temple in Ayodhya, the Kashi Vishwanath Corridor and the newly inaugurated Rashtra Prerna Sthal. The Prime Minister also highlighted the state’s progress in manufacturing, saying Uttar Pradesh had emerged as the top mobile phone manufacturing state in the country, while India had become the world’s second-largest mobile phone manufacturer. He said Vajpayee would have been pleased to see the scale of infrastructure and industrial growth. Modi added that the defence corridor being developed in Uttar Pradesh would soon be known globally for defence manufacturing, creating jobs and strengthening self-reliance in the sector.

Christmas Greetings, Message Of Unity: During his address, Modi extended Christmas greetings to people in India and across the world. “This festival should bring happiness into everyone’s lives,” he said, calling for collective efforts towards nation-building and social harmony.

HM Amit Shah Inaugurates Anti-Terrorism Conference-2025: Meanwhile, in New Delhi, Union Home Minister Amit Shah inaugurated the Anti-Terrorism Conference-2025, a two-day event organised by the National Investigation Agency (NIA) under the Ministry of Home Affairs. The conference was attended by senior officials from central agencies, state police forces and experts in law, forensics and technology. Shah said the conference had become an annual platform to deal with emerging threats under Prime Minister Modi’s vision of zero tolerance towards terrorism. He said it was not merely a forum for discussion, but one that generated actionable outcomes implemented throughout the year.

Need for Strong, Technology-Driven Security Grid: Addressing the gathering, Shah said the nature of terrorism was changing rapidly due to the use of technology, cyber tools and hybrid methods. He stressed that security agencies must remain “two steps ahead” of terrorists by anticipating future challenges. He called for building an “impenetrable and strong anti-terrorism grid” capable of facing every challenge, not only for the present but also for future generations of officers. Shah said India’s growing economic strength and geopolitical importance made internal security preparedness even more critical.

Launch Of New Databases, Crime Manual: During the conference, Shah unveiled the NIA’s updated crime manual, an Organised Crime Network Database, and a Lost/Looted and Recovered Weapon Database. He urged states to study and adopt the updated manual for investigation and prosecution, and to use the new databases to dismantle organised crime networks that often act as feeders for terrorism. Shah said organised crime groups initially operate through extortion and ransom, but later establish links with terrorist organisations, using illegal proceeds to fund violence. He said every state must work with central agencies to eliminate such networks within their jurisdictions.

Emphasis On Coordination, Operational Uniformity: The Home Minister stressed the need for a common Anti-Terrorism Squad (ATS) structure across the country to ensure uniform preparation and response. He urged states to make effective use of national platforms such as NATGRID and NIDAAN, saying investigations should not be carried out in isolation. “Without operational uniformity, we cannot accurately assess threats, share intelligence effectively or carry out coordinated counter-action,” Shah said. He called for uniformity from investigation to prosecution and counter-terror operations.

‘Team India’ Approach To National Security: Shah said all central and state agencies must function as “Team India” to deal with internal security challenges. He advocated a shift from the principle of “need to know” to “duty to share” to ensure seamless flow of information. He also said the government was working on an action plan for a 360-degree strike against organised crime and emphasised the importance of databases as core assets of the zero-terror policy. The remarks by the Prime Minister and the Home Minister on Thursday reflected the BJP-led government’s broader narrative of decisive governance, national integration and robust internal security. While Modi focused on ideological milestones, governance reforms and development, Shah underlined the need for constant vigilance, coordination and technological preparedness to safeguard the country against evolving threats. Together, the addresses highlighted the government’s emphasis on combining development-led governance with a strong security framework as India moves forward on its growth trajectory.
