Plan to ensure ease of doing business at grassroots level
Jammu: Chief Secretary, Atal Dulloo, Monday held a review to access the implementation of the newly rolled-out District Business Reforms Action Plan (D-BRAP) under the Ease of Doing Business initiative of the Government of India’s Department for Promotion of Industry and Internal Trade (DPIIT).
The review meeting, coordinated by the Industries & Commerce Department, was attended by Administrative Secretaries and Heads of Departments, along with Deputy Commissioners of all districts through either in person or through video conferencing.
During the meeting During the recent meeting, the Chief Secretary conducted a thorough evaluation of departmental services and reform initiatives under the D-BRAP framework. He highlighted the necessity for the Industries & Commerce Department to create a unified real-time dashboard that consolidates service statuses across various departments and districts. This dashboard is to be integrated with the Single Window System to enhance user access and transparency. The Chief Secretary urged all departments to identify pending services under the Public Services Guarantee Act (PSGA) with specific timelines and to ensure these services are delivered online, in line with D-BRAP objectives. He recommended leveraging the successful Mission YUVA model for the integration of digital Detailed Project Reports (DPRs), emphasizing the importance of a robust digital system. He also stressed the need for strengthening District Industries Centres (DICs) to facilitate effective implementation of reforms and called for a strategic roadmap for establishing industrial parks to stimulate district-level industrial development. Additionally, he requested improvements to the Jan Sugam portal to enhance its functionality and user experience. Additional Chief Secretary Shaleen Kabra provided updates on land-related reforms, noting the operational status of online services such as land demarcation and property registration, with remaining components nearing completion. Shailendra Kumar from the Power Development Department emphasized the importance of a standardized dashboard for all districts to ensure consistent service delivery, particularly in light of the upcoming DPIIT assessment in April 2026. Chandraker Bharti, Principal Secretary of the Home Department, reiterated the critical role of DICs in executing D-BRAP at the district level and called for their revitalization. Vikramjit Singh, Commissioner Secretary of the Industries & Commerce Department, outlined the D-BRAP framework, indicating that 46 services have been earmarked for digitization and will be monitored through the proposed real-time dashboard. Arun Manhas, Director of Industries in Jammu, detailed the categorization of services and the responsibilities of various departments in their implementation. He also reported on the current online status of services and their PSGA notification status, emphasizing the development of a monitoring dashboard in accordance with DPIIT guidelines. The D-BRAP initiative encompasses a broad spectrum of citizen-centric and business-related services, including land demarcation, property registration, and various licenses and permits essential for business operations. The action plan aims to foster an enabling environment for district-level investments by strengthening DICs and developing industrial parks, thereby promoting sustainable economic growth across the Union Territory.
