CS reviews progress on BISAG-N backed IT platforms for J&K Deptts

Jammu: Chief Secretary, Atal Dulloo on Monday chaired a meeting to review the progress of key e-governance and digital transformation initiatives being implemented across Jammu and Kashmir in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N). The meeting besides Secretary IT, was attended by the concerned Administrative Heads of the Departments, several HoDs and senior police officers, DDG NIC, and representatives from various stakeholder agencies.
The Chief Secretary instructed all departments to prioritize the resolution of pending API integrations and server migrations, particularly for the Daksh Kisan and Kisan Khidmat Ghar (KKG) portals, emphasizing the importance of timely completion for efficient citizen services across the Union Territory. Reviewing the “Digital J&K” initiative Chief Secretary noted that significant advancements have been made in fiscal management and transparency within the power sector. The AI-based GST Fraud Detection System has successfully generated reports identifying potential fraud patterns, such as sequential invoicing and mismatches in Input Tax Credit (ITC). The system is progressing to a deeper analytics phase to flag taxpayers with low cash ratios or high ITC utilization, with an upgraded module expected to go live soon. In the power sector, the End-to-End Energy Tracking and Management System (EETMS) has been finalized, providing a unified digital platform for Generation, Transmission, and Distribution, along with completed asset mapping and dashboards for DISCOMs. The review also highlighted the Holistic Agriculture Development Programme (HADP), with ongoing refinements to analytics for the KKG platform, now mandating gender-wise data capture for improved accuracy and inclusivity. The Daksh Kisan mobile-friendly skilling application is currently undergoing internal testing to enhance farmers’ capacity building and technical skills. Additionally, the JKCIP portal, which offers various subsidy schemes for farmers, has reached nearly 75% completion, with analytical reporting modules developed. In the tourism sector, the JK Tourism Mobile App has received positive feedback, featuring an AI-enabled Chatbot and achieving significant user engagement since its launch. Under PMAY-Urban 2.0, a houseless and landless survey is being conducted across 78 Urban Local Bodies, with over 3.37 lakh households surveyed, achieving 83.58% of the target based on YUVA data. The Revenue Department has successfully migrated its database from Oracle to PostgreSQL, introducing new features to enhance transparency in land record processes. The recently launched Single Window for Recruitment Rules (SWRR-JK) aims to expedite recruitment proposal approvals, with a call for greater departmental integration with the eOffice platform. The JK Samadhan portal is being upgraded for better integration with CPGRAMS and improved monitoring of grievance disposal timelines. The Home Department is collaborating with IIT Jammu and BISAG-N to develop an AI-based Search Engine to assist investigation officers in preparing charge sheets under the NDPS Act. Other digital initiatives reviewed include the JK Sehat Mobile App, Jal Shakti Mobile App, and the JK PWD asset-mapping application, all aimed at enhancing governance, service delivery, and transparency. Secretary IT, Dr. Piyush Singla, provided an overview of ongoing projects, detailing their status, technical progress, and expected completion timelines.
