Srinagar: In a significant milestone for youth employment and skill development, Prime Minister Narendra Modi today announced that over 11 lakh recruitment letters have been issued through Rozgar Melas, and highlighted that the Government has been actively creating avenues to connect candidates who narrowly missed government jobs with potential opportunities in the private sector.
Addressing the 17th Rozgar Mela in a recorded message, the Prime Minister underlined the central role of India’s youth in the nation’s growth story, while 51,000 job letters were handed out to deserving candidates across 40 locations, including Jammu and Kashmir. The Rozgar Mela in Katra, held at the Shri Mata Vaishno Devi University (SMVDU), saw Union Minister for Parliamentary and Minority Affairs, Kiren Rijiju, distributing appointment letters to the newly recruited youth, while Union Minister of State in the Prime Minister’s Office, Dr Jitendra Singh, coordinated the program from New Delhi. Speaking to the gathering, Prime Minister Modi noted that even India’s foreign policy decisions were increasingly being shaped keeping the aspirations of young people in mind, ensuring that the nation’s future workforce benefits from strategic global partnerships.
Connecting Talent With Opportunity: Prime Minister Modi highlighted the Government’s Pratibha Setu Portal, a new initiative designed to provide opportunities for candidates who reached the final stage of UPSC examinations but were not selected. “Both private and public institutions are now engaging with these talented individuals through the portal,” he noted, emphasizing that no effort or talent would go to waste. These measures reflect the Government’s continued focus on ensuring that empowering youth remains a top priority. “India has entered into investment partnerships with several European countries, creating thousands of new job opportunities,” the Prime Minister said. He underscored that youth are at the heart of India’s Amrit Kaal development vision, and that initiatives such as the Skill India Mission and National Career Service platform are equipping young people with the skills and information needed to take advantage of employment opportunities, including over 7 crore vacancies shared digitally.
Rozgar Mela|More Than Jobs : Union Minister Rijiju, speaking to the media after distributing appointment letters at SMVDU, remarked that Jammu and Kashmir’s “destiny has changed” following the abrogation of Article 370, which paved the way for peace, development, and fuller implementation of national schemes in the region. “Today, Jammu and Kashmir is moving forward on the path of peace and development,” Rijiju said, noting that the region’s infrastructural and social progress has accelerated dramatically since 2014. He recalled his personal experiences visiting the region across decades, noting that the pace and scale of development post-2014 had been unprecedented. “Sports facilities, auditoriums, multi-sports centers, training institutes, and court buildings have all been constructed or initiated,” he added. Rijiju emphasized that the Rozgar Mela represents not just the provision of jobs but the celebration of opportunity, empowerment, and hope for youth and their families.
Govt Initiatives Fueling Employment: Addressing the Mela via video, Prime Minister Modi reiterated the Government’s commitment to providing gainful employment to youth across India. “We are working to empower our youth in every possible way. These appointments are not just government jobs—they are opportunities to contribute actively to nation-building,” he said. He called upon the newly recruited youth to uphold the spirit of ‘Nagarik Devo Bhava’—serving society and nation with integrity, dedication, and responsibility. The Prime Minister also announced the PM Viksit Bharat Rozgar Yojana, which aims to provide employment to 3.5 crore youth, alongside other initiatives such as Skill India and the National Career Service. “Rozgar Melas have become a powerful medium to fulfill the aspirations of young Indians,” he added, noting that over 11 lakh appointment letters have been issued in recent years, connecting youth with meaningful employment across sectors.
Transforming Recruitment, Opportunities: Union Minister Dr Jitendra Singh, who coordinated the program from New Delhi, highlighted the transformational changes in government recruitment over the last decade. He noted that the total number of appointments made through the Staff Selection Commission, Railway Recruitment Board, and UPSC has increased from 7.22 lakh in the previous decade to 10.96 lakh in the past 10 years—a surge of over 50 percent.
Dr Singh also pointed to the clearance of long-pending promotions, with over 20 lakh stagnated promotions processed across various departments. Appointments for backlog and pending categories have risen nearly fourfold—from about 1.08 lakh earlier to 4.72 lakh in the past decade—signaling the Government’s commitment to fairness and meritocracy. He added that several State governments have adopted Rozgar Mela-style recruitment models, generating over 4.6 lakh state-level appointments in the last 15 months alone, with Bihar, Uttar Pradesh, and Rajasthan leading the way.
Infrastructure Driving Employment: The Mela also highlighted how infrastructure development complements employment generation. Dr Singh cited data showing that the length of National Highways has grown from 91,287 km to 1,46,204 km, and the number of operational airports has increased from 74 to 162 over the past decade. These developments have created millions of direct and indirect job opportunities, while strengthening national connectivity. “The Rozgar Mela is more than an appointment drive,” Dr Singh emphasized. “It represents the Government’s commitment to empower youth, ensure fairness, and make governance responsive and transparent.” He further assured that the Government will continue focusing on innovation, infrastructure, and administrative reforms to create new avenues for employment, enabling every deserving citizen to contribute to nation-building.
Youth Empowerment The Pillar Of Development : Rajya Sabha MP Gulam Ali Khatana, addressing the Mela at SMVDU, emphasized that employment generation is a key pillar of socio-economic development. “Providing stable and dignified employment to youth is crucial for the growth of our society and nation,” he said, noting that Rozgar Melas inspire skill development, self-reliance, and entrepreneurship among young Indians. Each appointment letter, he added, is a symbol of hope, opportunity, and the Government’s commitment to building a capable workforce. Union Minister Rijiju reiterated that the pace of development in J&K since 2014—and particularly after the abrogation of Article 370—has been unprecedented. With reservation policies and Central schemes now fully applicable, a wave of infrastructure projects, sports facilities, and administrative institutions has reshaped the region. “Jammu and Kashmir’s destiny has taken a turn for the better. Peace and development will further enhance its beauty and potential,” he said.
A National Celebration Of Jobs: The Rozgar Mela also served as a platform for national integration, highlighting India’s commitment to youth empowerment across states. At SMVDU, 65 candidates from Jammu received appointment letters, with the Prime Minister personally addressing and acknowledging their achievements virtually. Appointment letters were distributed across various Central Government departments and organizations, including the Department of Posts, Railways, AIIMS Vijaypur, BSF, CRPF, SSB, and State Bank of India. The event underscored that government initiatives are no longer limited to bureaucratic appointments alone but now include opportunities in private sectors, digital platforms, and skill-oriented programs. By linking youth with employment opportunities nationwide, the Rozgar Mela ensures that merit and talent are recognized and rewarded, irrespective of geography.
Rozgar Mela| Building India’s Workforce: Both Prime Minister Modi and Union Ministers highlighted that the Rozgar Mela is not just about handing over appointment letters—it is about instilling a sense of service, integrity, and responsibility in the workforce. The Government’s vision is to equip youth with skills, connect them with opportunities, and create pathways for leadership in public service, private enterprise, and entrepreneurship. Rijiju remarked, “When youth get employment, their families rejoice. The occasion becomes even more significant when the Prime Minister himself addresses and hands over appointment letters. These jobs constitute ‘Amrit Kaal’ employment, and I urge the youth to see them as opportunities to serve the nation.” The Mela demonstrated the synergy between policy, infrastructure, and human capital development, creating an ecosystem where young people can thrive, innovate, and contribute to India’s long-term growth.
