Srinagar : Chief Secretary Atal Dulloo on Tuesday conducted a comprehensive review of the Holistic Agriculture Development Programme (HADP) in Jammu & Kashmir, focusing on the progress and implementation of its 29 schemes.
The meeting was attended among others by Principal Secretary of the Agriculture Production Department, Managing Directors from J&K Bank and HADP, Deputy Commissioners, and heads of agricultural departments. The Chief Secretary emphasized the importance of maintaining momentum in achieving the programme’s goals and urged close coordination among departments to meet annual targets. The five-year HADP aims to transform the agriculture and horticulture sectors in the region, enhancing farmer incomes, creating youth employment, and maximizing agricultural potential. The Principal Secretary reported a significant increase in farmer participation, with registrations rising by 35% to over 3.01 lakh and total applications increasing by 33% to 4.92 lakh since the last review in January 2025. Notably, 3.48 lakh applications have been approved, reflecting a 24% increase. Key schemes attracting farmer engagement include the Farm Mechanization and Automation initiative, which has received 74,448 approvals, and the Fodder Resource Development and Vegetable Promotion schemes, with 36,129 and 33,202 approvals, respectively. The “DakshKisan” skilling programme has also seen success, with over 2.35 lakh farmers enrolled and nearly 1.95 lakh formally trained. New initiatives were discussed to ensure the programme’s sustainability, including an end-to-end Project Tracking System for monitoring progress and a Kisan Sathi Portal to integrate various CAPEX schemes. The portal has onboarded 32 activities and received over 21,000 applications, providing a unified platform for monitoring and analytics. Overall, the HADP represents a comprehensive effort to modernize the agriculture sector in Jammu & Kashmir through farmer skilling, financial assistance, technology integration, and market linkages, aiming for sustainable development and improved rural livelihoods.
