The much-anticipated Budget for the year 2025-26, presented by Chief Minister Omar Abdullah, is not just a financial document but a comprehensive vision aimed at steering Jammu and Kashmir (J&K) towards a future of inclusive growth, economic self-reliance, and social security. As the first budget under an elected government in seven years, the significance of the budget goes beyond numbers; it embodies the aspirations of the people of J&K, addressing long-standing concerns while laying the groundwork for future progress. The budget, which focuses on social welfare, infrastructure, and fiscal reforms, offers a range of initiatives targeting vulnerable sections of society, the economy’s growth engine, and the critical issue of governance.

Key Highlights, Welfare Measures

  1. Free Electricity For AAY Households: A major highlight of CM Abdullah’s budget is the provision of 200 units of free electricity per month to Antyodaya Anna Yojana (AAY) households. This move fulfills a key election promise and is in line with the Chief Minister’s vision of providing financial relief to the most economically disadvantaged groups in society. The initiative is integrated with the PM Suryaghar Bijli Yojana, which will allow the installation of grid-connected solar systems in AAY households. Investment of ₹750 crore over five years is planned for this scheme, ensuring that the program’s long-term impact is felt. The investment will also reduce Aggregate Technical & Commercial (AT&C) losses, an issue that has plagued J&K’s power sector for years.
  2. Food Security With Additional Ration: In another significant welfare measure, CM Abdullah announced that AAY beneficiaries will receive an additional 10 kg of free ration per person per month starting from April 2025. This initiative ensures that vulnerable families receive enhanced nutritional support and tackles issues of food security head-on. 3. Pension Enhancement for Vulnerable Groups: Over 10 lakh pensioners across J&K will benefit from an increase in pensions under the Integrated Social Assistance Scheme (ISSS) and the National Social Assistance Programme (NSAP). The new pension structure ensures that individuals below the age of 60 receive ₹1,250 per month, those between 60 and 80 years will receive ₹1,500, and senior citizens above the age of 80 will get ₹2,000 per month.
  3. Women’s Empowerment Through Free Public Transport: As part of the budget’s emphasis on gender equality, CM Abdullah announced free ridership for women on government-owned transport, including e-buses, starting in April 2025. This initiative aims to ease mobility for women and reduce barriers to their active participation in society.
  4. Enhanced Marriage Assistance For EWS Girls: The government has also increased the Marriage Assistance Scheme for economically weaker section (EWS) girls from ₹50,000 to ₹75,000. This step seeks to support the families of young women in the economically weaker sections and ensure that financial barriers do not become a hindrance to their marriage.
  5. Stamp Duty Exemption For Property Transfers: The exemption of stamp duty for property transfers within blood relations is a bold and pragmatic move aimed at simplifying property transactions.
  6. Sectoral Investments, Economic Growth: CM Abdullah’s budget also envisions a path of sustainable economic growth, with significant investments allocated across key sectors such as agriculture, tourism, infrastructure, and industrial development.
  7. Agriculture And Allied Sectors: The budget allocates ₹2,221.58 crore to agriculture and allied sectors, marking a 15% increase from the previous fiscal year. Agriculture remains a vital sector for J&K, where a large portion of the population depends on farming for their livelihood. The Chief Minister’s ambitious Holistic Agriculture Development Programme (HADP), with an outlay of ₹5,013 crore until 2027-28, aims to transform subsistence farming into a commercial agrarian economy, ensuring higher productivity and income for farmers.
  8. Tourism: The tourism sector receives ₹390.20 crore, reflecting its critical role in J&K’s economy. With its natural beauty and rich cultural heritage, tourism is a key driver of employment and revenue in the region. The government plans to develop master plans for major tourist destinations like Gulmarg, Pahalgam, and Sonamarg, as well as establish J&K’s first National Water Sports Centre at Dal Lake. Additionally, a water park near Sidra Golf Course and a new multi-stakeholder advisory committee for tourism and hospitality will boost this vital sector.
  9. Infra Development: The Roads and Bridges sector receives the highest allocation at ₹4,062.93 crore, ensuring the continuation of infrastructure development across the region. The construction of 4,000 km of blacktopped roads in the coming year will significantly improve connectivity within J&K, facilitating trade, tourism, and social integration. Additionally, the ongoing rail connectivity projects, including the Udhampur-Srinagar-Baramulla Rail Link (USBRL), are expected to be a game-changer in terms of accessibility.
  10. Energy, Power Sector: In line with J&K’s vision for self-sufficiency, the budget proposes a ₹2,021.37 crore allocation to the power sector. The Chief Minister has set an ambitious target of achieving 7,500 MW new hydro projects by 2027-28, ensuring a reliable and 24/7 power supply. The initiative to promote energy efficiency and reduce losses, along with investments in a smart grid, is poised to make J&K a leader in energy sustainability.
  11. Industrial Development: The industrial sector receives ₹602.85 crore, with a focus on developing 64 Industrial Estates and the establishment of 46 more estates. The government’s push to simplify the process of SGST reimbursement and provide incentives for local businesses will help make J&K an attractive destination for investors. Additionally, the government has set aside ₹50 crore to support emerging entrepreneurs and promote local MSMEs (Micro, Small, and Medium Enterprises) through financial aid, mentorship, and incubation programs.
  12. Skill Development,Youth Empowerment: Mission YUVA, launched as part of the budget, aims to create 137,000 enterprises and generate 4.25 lakh jobs through startups, MSMEs, and skill development programs. The creation of a Jammu & Kashmir Skill & Entrepreneurship University (J&K SEU) will provide cutting-edge training in sectors such as technology, healthcare, tourism, and renewable energy.

Governance, Fiscal Reforms: On the governance front, CM Abdullah emphasized the importance of fiscal discipline and the need to reduce J&K’s dependence on central grants. His government is focused on improving revenue collection and ensuring financial stability. The e-Unnat portal, with its 1,166 online government services, and the real-time grievance redressal system, JK SAMADHAN & RAABITA, are testaments to J&K’s leadership in digital governance. Moreover, a Disaster Mitigation Fund of ₹39 crore has been proposed to enhance the region’s climate resilience against floods, landslides, and other natural disasters, with a particular focus on Glacial Lake Outburst Floods (GLOF) monitoring systems.

As the people of J&K await the implementation of these initiatives, it is clear that this budget is not just about financial allocations but a renewed commitment to building a prosperous future for the Union Territory.”

Experts View: With a growth projection of 9.5% for 2025-26, the Chief Minister’s proposals include key welfare initiatives such as free electricity for vulnerable households, enhanced pension schemes, and incentives for women and youth. At the same time, the budget underscores investments in infrastructure, energy, agriculture, and tourism as pillars of economic revitalization. As the first elected government in seven years steers the Union Territory towards a new horizon, experts and traders alike are hopeful that this budget will lay the groundwork for a prosperous and self-sustaining Jammu and Kashmir. Dr. Yasir Ahmad, Economic Expert at University of Kashmir said that the 2025-26 budget presented by Chief Minister Omar Abdullah is a transformative step for Jammu and Kashmir’s economic future. “By focusing on sustainable energy, rural development, and local entrepreneurship, the government has crafted a plan that not only addresses immediate welfare needs but also fosters long-term economic growth. The introduction of the Holistic Agriculture Development Programme (HADP) and investments in infrastructure are key drivers that will reshape the region’s economic landscape over the next decade,” he said. Dr. Ravi, senior faculty at Jammu University said that from an economic perspective, this budget strikes a delicate balance between immediate welfare support and sustainable economic development.  “The allocation for the power sector and the ambitious goal of 7,500 MW hydro projects will make J&K self-sufficient in energy by 2027-28. This will significantly reduce the cost of doing business in the region, making J&K more attractive for investment. Furthermore, the increase in pensions and the provision of free electricity to AAY households show a government committed to both social equity and economic efficiency,” he added. Imran Rasheed, Economics Scholar at University of Delhi said that budget’s focus on digitizing governance and improving the Public Distribution System (PDS) through technology is an important step toward enhancing transparency and reducing inefficiencies.  “The promise of 200 units of free electricity to AAY households and 10 kg of free ration for beneficiaries is a game-changer for the most vulnerable sections of society. It’s a bold move that will have significant socio-economic benefits in terms of both poverty reduction and public welfare,” he added. Dr Chetana Kumari from Kathua said that the budget is progressive and comprehensive in its approach. It not only focuses on social welfare measures but also includes significant investments in key sectors like agriculture, tourism, and infrastructure. “The government’s decision to allocate ₹4,062 crore for roads and bridges will directly impact connectivity and facilitate trade, making J&K a more competitive player in the regional economy. Moreover, the creation of a Jammu & Kashmir Skill & Entrepreneurship University will play a crucial role in upskilling youth and preparing them for the demands of a growing economy,” she added. A local trader, Ali Mohammad at Lal Chowk said that traders, have long advocated for measures that reduce the burden of taxes and make business more accessible. “The budget’s exemption of stamp duty on property transfers within blood relations will certainly simplify property transactions and reduce disputes. Additionally, the focus on infrastructure development, particularly in the road sector, will greatly enhance connectivity and improve logistics for businesses, thereby reducing costs and improving overall efficiency,” he said. Shahnaz Bano, one of Women’s Entrepreneurs said that as a woman entrepreneur, I see the introduction of free public transport for women as a huge step toward gender equality and empowerment.  “This will make it easier for women to access markets, attend business meetings, and take part in economic activities without the additional financial burden of transport costs. I also appreciate the increase in marriage assistance for EWS girls, which will positively impact families across the region,” she added. Ramesh Choudhary, Owner, Choudhary Enterprises, Jammu: “The government’s focus on supporting MSMEs through financial aid, mentorship, and incubation is a long-awaited move.  “As a small business owner, it’s not always easy to access the resources needed to scale up. This budget’s emphasis on entrepreneurship and skill development through initiatives like Mission YUVA and the J&K Skill & Entrepreneurship University gives hope to entrepreneurs like me. I believe these initiatives will bring about positive changes in the business environment of Jammu and Kashmir,” he added.
