“Organized as a joint initiative by the District Administration Srinagar and the Indira Gandhi National Centre for Arts (IGNCA), the Srinagar Heritage Festival “Soan Meeraas” aims to spotlight the contributions of artisans, folk artists, and writers while fostering a sense of pride and belonging among the people.”

This week 2025 edition of the Srinagar Heritage Festival, ‘Soan Meeraas,’ commenced at Kashmir Haat in Sirnagar, marking a grand celebration of the rich cultural legacy of Jammu and Kashmir.  The event was graced by Lieutenant Governor Manoj Sinha, who reiterated the administration’s dedication to preserving and promoting the region’s artistic and literary traditions.  Organized as a joint initiative by the District Administration Srinagar and the Indira Gandhi National Centre for Arts (IGNCA), the Srinagar Heritage Festival “Soan Meeraas” aims to spotlight the contributions of artisans, folk artists, and writers while fostering a sense of pride and belonging among the people.

Connecting Youth With Cultural Heritage: In his inaugural address, Lieutenant Governor Sinha emphasized the significance of connecting the younger generation with their cultural heritage. He highlighted the administration’s ongoing efforts to empower artisans and members of the creative community.  “Our goal is to ensure that every child in J&K connects with their roots while also enabling the youth to harness the legacy of our artisans to contribute to the region’s economic growth,” he stated.  He further lauded the government’s well-structured policies, which have significantly benefited the artistic community over the past four years.

Srinagar As The Cultural Heart Of J&K: The Lieutenant Governor also underscored the role of Srinagar as the cultural heart of Jammu and Kashmir, a transformation facilitated by blending ancient traditions with modern infrastructure.  He expressed confidence in the festival’s potential to strengthen community bonds and revive local traditions. To commemorate the occasion, he released the book “Iconic Women of J&K,” which pays tribute to the region’s remarkable women and their contributions across various domains.

Cultural Showcases, Exhibitions: Throughout the day, the festival showcased various cultural exhibitions, live performances, and sports demonstrations. A Traditional Village was set up, allowing visitors to immerse themselves in the diverse and vibrant cultural landscape of Jammu and Kashmir. The event was held across multiple locations, including the Jhelum Riverfront, Dal Lake, and Kashmir Haat, offering an engaging experience to attendees from different walks of life.

Advancing Science And Technology In J&K: In addition to celebrating heritage and tradition, Lieutenant Governor Sinha also spoke about the necessity of advancing scientific research and technological innovation to align with global progress.  Speaking at the National Science Day seminar at the University of Kashmir, he stressed the importance of fostering knowledge exchange and creativity to build a sustainable future.  The seminar paid tribute to Sir C.V. Raman and revolved around the theme ‘Empowering Indian Youth for Global Leadership in Science and Innovation for Viksit Bharat.’

The Role of AI In Future Development: During his speech, the Lieutenant Governor highlighted the growing influence of Artificial Intelligence (AI) and its potential to revolutionize multiple sectors. “We cannot imagine a future without AI.  It will impact every aspect of our lives, and it is crucial that we equip our youth with the skills and knowledge necessary to navigate this transformation,” he remarked.  He called upon universities across Jammu and Kashmir to establish AI labs dedicated to cutting-edge research and innovation, emphasizing the need for multidisciplinary collaborations between academia, industry, and researchers.

Establishing AI Labs For Research, Innovation: The proposed AI Labs, functioning within the Department of Science and Technology, will promote industrial integration, business advancements, and workforce development. “These AI Labs will support the reskilling and upskilling of our workforce, making J&K more competitive on a global scale,” he added. He encouraged universities to introduce flexible, short-term AI courses to meet the dynamic demands of the industry.

Empowering India’s Future with Science, Technology: Highlighting the crucial role of scientific and technological advancements in shaping India’s future, he said, “Scientists, technologists, and entrepreneurs will be the driving force behind Viksit Bharat. They will not only power India’s progress but also strengthen Jammu and Kashmir’s innovation ecosystem.” He also noted that AI applications extend across multiple sectors, including healthcare, emergency management, and industrial automation.  “The AI labs should conduct workshops and training programs to ensure that our entire workforce becomes AI-literate, empowering leaders from various sectors to make informed decisions,” he added.

A Five-Year Plan for AI, Emerging Technologies: To ensure technology remains ethically sound, the Lieutenant Governor encouraged students and faculty members to collaborate on a five-year plan focused on AI and emerging technologies while addressing local challenges. He also praised the University of Kashmir for its substantial contributions to research and scientific education.

Expert Insights On Science, Space: The seminar featured distinguished speakers, including Prof. Ajit Kembhavi, Emeritus Professor at the Inter-University Centre for Astronomy and Astrophysics (IUCAA), and Prof. Anil Bharadwaj, Director of the Physical Research Laboratory, Ahmedabad, who joined virtually. Prof. Kembhavi spoke on “Astronomy for Citizens,” while Prof. Bharadwaj discussed advancements in space science within India.  Organized by the Department of Physics at the University of Kashmir in collaboration with Vigyan Bharati, New Delhi, the seminar commemorated the groundbreaking discovery of the ‘Raman Effect’ by Sir C.V. Raman.

Enhancing Sports Infra At University Of Kashmir: Further enriching the event, the Lieutenant Governor inaugurated a new synthetic athletic track at the University of Kashmir campus, demonstrating the government’s commitment to enhancing sports infrastructure.

A Successful Event With Notable Attendees: The seminar saw an impressive turnout of students, faculty members, scientists, and young innovators. Notable attendees included Prof. Nilofer Khan, Vice Chancellor of the University of Kashmir, Saurabh Bhagat, Commissioner/Secretary of the Science and Technology Department, Dr. Som Dev Bharadwaj, Organizing Secretary of Vigyan Bharati, and other prominent figures.

Bridging Tradition, Modernity: One of the key objectives of the administration’s approach is to ensure that the younger generation not only appreciates their cultural heritage but also sees it as a viable economic opportunity. By introducing innovative schemes, training programs, and financial incentives, the government is working to bridge the gap between tradition and modernity. This approach seeks to make the artistic professions attractive to young entrepreneurs who may otherwise be drawn to urban jobs or migrate for better employment prospects.

Policies For Cultural Sustainability: Lieutenant Governor Sinha’s statement reflects a broader vision of cultural sustainability.
