Srinagar: Lieutenant Governor Manoj Sinha chaired a high-level review meeting at Raj Bhawan this week to assess the functioning of the Home Department, with a focus on security challenges, ongoing projects, and strengthening law enforcement agencies.
The meeting was attended by key officials, including Chief Secretary Shri Atal Dulloo, Principal Secretary Home Shri Chandraker Bharti, Director General of Police (DGP) Shri Nalin Prabhat, DGP Prisons Shri Deepak Kumar, and several senior officers from Jammu and Kashmir Police, Prisons, Fire & Emergency Services, and Forensic Sciences. During the meeting, the Lieutenant Governor was briefed on various critical issues, including Security Related Expenditure (SRE), manpower positioning, ongoing infrastructure works, and challenges facing subordinate departments under the Home Department. These departments included J&K Police, Prisons, Fire & Emergency Services, Home Guards, SDRF (State Disaster Response Force), Prosecution, and Forensic Sciences. The meeting was an important platform for assessing the current state of internal security and law enforcement in the region. A central theme of the meeting was the need to modernize and strengthen the police and allied organizations to effectively tackle security and law and order challenges. Lieutenant Governor Sinha emphasized the importance of modern technology and infrastructure to enhance the capabilities of these organizations. “We must equip our forces with the latest tools and techniques to handle the dynamic security situation effectively,” said Lieutenant Governor Sinha. The meeting saw a detailed discussion on various modernization initiatives, including the upgrading of police infrastructure, acquisition of advanced equipment, and the need for enhanced training for officers to meet emerging security challenges. The Lieutenant Governor specifically directed officials to expedite the implementation of projects under the Security Related Expenditure (SRE) and Prime Minister’s Development Package (PMDP). He stressed that all ongoing projects should be completed within stipulated timelines to boost the region’s security infrastructure.
Prison Management, Human Resource, Criminal Justice System: Another critical aspect of the meeting was effective prison management. The Lieutenant Governor was briefed on the current status of the prison system in Jammu and Kashmir, with an emphasis on improving conditions, infrastructure, and staff welfare. Lieutenant Governor Sinha instructed officials to prioritize the construction of new facilities and upgrade existing ones to ensure modern and secure management of prisons.
Human resource management within security and law enforcement agencies was also discussed, particularly regarding the allocation and training of personnel. LG also highlighted the need for comprehensive training programs to ensure that law enforcement officers are well-equipped to manage security, law, and order effectively. Continuous capacity building and professional development were emphasized to keep the workforce prepared for evolving challenges. The meeting also touched upon internal security issues and the functioning of the criminal justice system, focusing on improving coordination among law enforcement, prosecution, and the judiciary. Strengthening this coordination is seen as key to maintaining peace and order, especially in a region like Jammu and Kashmir, where security dynamics are constantly evolving. The review meeting included discussions on ongoing infrastructure projects within the Home Department, particularly those related to security, law enforcement, and emergency services. Lieutenant Governor Sinha directed that all infrastructure projects under the SRE and PMDP be completed on time to enhance the overall efficiency of the security apparatus. He emphasized the importance of timely execution of projects to avoid delays that could hinder the functioning of essential security and law enforcement agencies. The meeting also addressed the growing need for enhancing emergency response services in the region. The roles of Fire and Emergency Services and the State Disaster Response Force (SDRF) were discussed in detail, focusing on their preparedness for handling emergencies, natural disasters, and law enforcement situations. The Lieutenant Governor urged these departments to improve their infrastructure and training to ensure rapid and effective responses in times of need.
Lieutenant Governor Sinha also called for a detailed action plan from each department outlining their strategies for improving security, infrastructure, and coordination. He directed all concerned officials to present a timeline for completing the ongoing projects and ensure that the required resources are allocated promptly. This action plan is expected to serve as a roadmap for strengthening the law enforcement and security apparatus in the region. In terms of internal security, the Lieutenant Governor emphasized the need for better intelligence gathering, improved surveillance mechanisms, and stronger coordination among different departments to deal with emerging threats. With increased collaboration and a focus on modernizing security forces, Jammu and Kashmir is poised to see improvements in its overall law and order situation.
