Srinagar: In a significant push to expedite digital infrastructure development, Chief Secretary Atal Dulloo convened a high-level review meeting today at the Civil Secretariat, focusing on the ongoing 4G connectivity project in Jammu and Kashmir. The meeting, which included key officials from various departments and agencies, addressed several critical issues impacting the project’s progress and outlined strategies to accelerate its completion.
During the meeting, Chief Secretary Dulloo emphasized the importance of completing the 4G project without further delay. He directed all involved officers to work in a coordinated manner to overcome the existing hurdles and expedite the pace of work. His remarks underscored the urgency of meeting the project’s objectives, which aim to extend 4G mobile services to remote and underserved areas of the region. Chief Secretary Dulloo’s directives were clear: there must be no leniency in the project’s execution. He stressed that all handed-over sites should be worked on without delay and urged for the prioritization of uncovered areas. Dulloo’s call for immediate action reflects a commitment to addressing the digital divide in Jammu and Kashmir, ensuring that no area is left behind in the technological advancement.
One of the primary issues discussed was the need for prompt electricity connections to the newly constructed towers. Dulloo instructed the Principal Secretary of Power Development to fast-track the process of providing electric connections, emphasizing the necessity of developing a mechanism to ensure that power is supplied as soon as the towers are completed. This step is crucial for the operational readiness of the 4G infrastructure. Additionally, Dulloo directed the authorities to explore alternative land options where the initially proposed sites were found to be unsuitable due to quality standards. This proactive approach is intended to prevent any further delays in the project’s rollout and ensure that all planned sites are utilized effectively.
The Chief General Manager of BSNL presented a detailed update on the 4G saturation project, highlighting the current status and challenges. According to the presentation, land has been allotted for a total of 711 sites, with civil work underway at 563 of these locations—279 in Jammu and 284 in Kashmir. Tower erection has been completed at 355 sites, with 149 in Jammu and 206 in Srinagar. Notably, 122 4G sites are already operational, and an additional 200 sites are expected to be activated by the end of September 2024. The meeting also covered the BharatNet initiative, which aims to provide high-speed broadband connectivity to Gram Panchayats across Jammu and Kashmir.
Chief Secretary Dulloo reviewed the progress of this project and called for expedited implementation to ensure broad and reliable internet access in rural areas. The CGM of BSNL reported that, under phases I and II of BharatNet, a total of 1119 Gram Panchayats have been covered. Of these, 427 have been connected via Optical Fiber Cable, and 692 have been covered through VSAT. The broadband utilization has shown significant improvement, with 8502 Fiber to the Home (FTTH) connections provided to rural households and 427 FTTH connections to government institutions. The review session was attended by a range of senior officials, including the Secretary of Public Works (R&B) Department, Secretary of Revenue Department, and other key figures. The Principal Secretary of the Power Development Department, Secretary of the Rural Development Department, Additional Secretary of the IT Department, and General Manager of BSNL participated via video conference. Furthermore, the meeting addressed issues related to power supply for Gram Panchayats, with the CGM BSNL noting that 660 Gram Panchayats previously facing power-related problems have had their issues resolved in coordination with the Power Development Department and Rural Development Department. Chief Secretary Dulloo’s review meeting highlighted the administration’s commitment to bridging the digital divide and enhancing infrastructure across Jammu and Kashmir. The directives issued are aimed at ensuring that the 4G connectivity project and BharatNet initiative are completed efficiently and effectively, providing much-needed digital services to the region’s underserved areas.
