B’la : Opening a new chapter in public service delivery mechanism so as to mark the dawn of welfare governance, the Jammu and Kashmir administration Friday achieved a milestone by establishing Panchayat Secretariats in almost every gram panchayat of J&K. These Secretariats, to be known as Village Secretariats shall work as the central point for delivering different public services at the village level.
According to Assistant Commissioner Development Baramulla Yar Ali Khan, these institutions would act as a bridge between the government and the people by rendering over different types of services at their doorstep.
He said that the secretariat shall work as an office for all the village level government functionaries/frontline workerswhere the people can get their basic public services in a smooth and hassle-free manner.
Khan said that over 260 such institutions have been inaugurated in district Baramulla, and added that a well-structured activity calendar for these offices has been framed which aims to integrate the government services delivered by different government departments.
ACD said that all the Village Secretariat Functionaries shall attend office daily (apart from field visits), duly following office timings i.e. 10 AM to 12 PM and they shall plan their day to day activities in a meticulous way to fulfill the administration as well as field work.
The ACD further informed that the Frontline workers of line departments will function as per the job chart provided by their respectiveline departments and will report to Gram Panchayat. He said that the functionaries of Village Secretariat shall participate in Gram Panchayat meetings and Gram Sabhas besides playing their rolein preparation of Gram Panchayat Development planson the subjects delegated to them from time to time, as per the prescribed procedure.
Moreover, Khan said that this is a historical and remarkable step taken by the administration which will work as a strong & workable channel to ensure transparency and accountability in delivery of government services to the citizens.
He urged the people to come forward and play their active part for realizing the mission of welfare governance underlined in the axiom of ‘Minimum Government Maximum Governance’.
