Maha Gram Sabha held at Panchayat Halqa Achgoza

Pulwama : The Deputy Commissioner (DC) Pulwama, Baseer Ul Haq Choudhary Friday visited Panchayat Halqa Achgoza and presided the Maha Gram Sabha.
The DDC, Chairperson, Syed Abdul Bari, DDC Member Ichgoza, Miss Mansha Jan, PRIs, SSP Pulwama, Ghulam Jeelani, ADDC, Dr Sheikh Ab Aziz, ACD, Peerzada Farhat besides senior officers of District Administration and large number of senior citizens of the area also participated in the Maha Gram Sabha.
While addressing Gram Sabah, Deputy Commissioner said that the Government is committed to provide equitable developmental benefits in all urban and rural areas of the district. He said that the three tier Panchayati Raj System has increased the expectations of the public and assured that all demands shall be fulfilled step by step.
The DC during the proceedings of Mahaa Gram Sabha impressed upon the participants to formulate and finalise the plan as per the set guidelines.
Speaking on the occasion, the DC said that Aspirational Block Development Programme (ABDP) has been rolled out with an aim to ensure expeditious improvement in the socio-economic status of these aspirational blocks and the programme is aimed at achieving holistic development of the blocks selected as Aspirational Blocks.
He added that 2 blocks have been selected as Aspirational Blocks based on their socio-economic backwardness, parameters/ indicators covering sectors like poverty, education, health & infrastructure in consultation with NITI Aayog.
He said the essence of democracy is that people shall rule themselves and decide for themselves what is good or bad for them.
The DC said that Panchayat Raj System consists of three tiers and each tier has its own level of powers which shall be utilized in full.
Choudhary said all issues projected by DDC Chairperson and other public representatives shall be looked into on priority and assured that all demands would be fulfilled in a time bound manner.
The DDC exhorted upon the officers of line and works departments to make Special Component Plan in convergence mode to bring improvement on key indicators of development in these most backward blocks of the district.
He also directed departments to achieve 100 percent saturation of individual beneficiary schemes, besides, covering the scope of other welfare schemes of different departments.
He expressed his pleasure for holding Maha Gram Sabha at Achgoza and added that holding of the programme is a unique developmental initiative given by the present LG Government to provide maximum governance at the doorsteps of the people.
The DC said various Centrally Sponsored schemes offered by various departments including ICDS, DIC, Rural Development Department, Education and Handicrafts besides Agriculture and its allied sectors.
The DDC Chairperson gave the historical background of Panchayat Raj System and said that in Jammu and Kashmir it will take some time to grow strongly at grassroots level as it started just two year ago.
He complimented Deputy Commissioner Pulwama for reaching out to the public, especially in far-flung and remote areas of the district and resolving public issues in a time bound manner.
He also enlisted the developmental works completed during the year. He stressed for acceleration of development tempo in the district so that targets fixed for the current financial year could be achieved within the stipulated time frame.
