We are living in the age of technology, which is much faster and people oriented in terms of transportation, communication and way of life. When we move back centuries ago role of government was little as compared to these days. Different sections of societies were given different occupations. They exchanged goods mostly, because money was in the hands of few rich in each community. Govt was dependent on tax levied from zamindars. Sometimes states charged heavy texes to zamindars. About 90-95% people were zamindars So due to heavy taxation powerful kings faced rebellious movement. Ultimately, heavy taxation dissatisfied people and government ended with bloodshed. As the governments were totally dependent on taxes. Laws were draconian in nature, due to which zamindars were forced to pay taxes. In return, government was responsible for social security from anti-social activities and threat of international intrusions. As the societies grew in size. So, It became necessary for governments to increase strength of administrative institutions and political divisions to implement laws and control unrest. It is due to this changing scope of governance, idea of governance changed from “autocratic to welfare”. In modern times, basic theme of government at global level is to provide welfare governments to their respective countries.
Welfare governance has got prominence in modern times. In a welfare government, citizens of a country are free to say. Old thumb rule concept has gone. As the welfare provisions are written and literacy, communication and transportation has made people aware. As the dependence of people over government services is clear. Concept of welfare governance only better in a state, which government cannot afford to provide complete social services round the clock. Whenever, there arises scarcity of water or electricity or any other social welfare service. People come out from Homes and block transportation, causing inconvenience to travellers. Is there any other option to get these services? We can say dissatisfaction to one class is dissatisfaction to other citizens. As the idea of citizen is fair and transparent. Services to these citizens must be fair also in a welfare state. In this way, welfare state. India got independence in 15 August 1947 from British colonial power. Before it, they idea of welfare state. But, they had their own interests, due to which, they exhibited own communal policies in British-India. Now Britain is a welfare state, which have centuries old own kingdom on the basis of democratic principles. In this way, taking government formation into consideration, India is lagging behind hundreds of years from modern welfare states. Recently in a summit, Donald Trump in a speech disclosed his vision of strong America. We television news channels are opened daily, one few parts seen disturbed, routinely killings occur. If a part of your body is ailing. We must immediately rush towards Hospital to cure it. If in any part, violence is at peak. Government sends security officials to control mob. This way agitations turn into large violence and mob gathering, when a single killing happens in any part of country. In conclusion, we can say, we are fighting to become welfare. There can some faults. Being a good citizen, we must not cause inconvenience or discomfort to others, when government is in front of you, especially in IT world. Government must not show nuclear power. Government must provide welfare governance. Social welfare schemes are themes of welfare state.
