CB books CEO Budgam, others for cheating

Srinagar: Crime Branch Kashmir received a complaint alleging therein that in the year 2004-05, two (02) posts of Rehbar-e-Taleem were advertised for Mehdi-Colony in Ward No.04 of Budgam Town. Applications were submitted by the candidates of the said ward.
The ZEO Budgam accordingly published the list of eligible candidates on the basis of merit. In the list among others RuqayaTasleem daughter of ShiekhJalla-u-din R/O Wahadatpora was figuring at Sr. No. 1 for Ward 04 while as the candidate namely Tawheeda Akhter D/O Gh. Hassan Bhat was figuring at S. No 03. It is further alleged that the suspect Gh. Hassan Bhat under a criminal conspiracy hatched with the Chief Education Officer Budgam / MC Budgam and officials of CEO/MC Budgam managed a habitation certificate from MC Budgam mentioning therein that the complainant is residing in ward No. 03 instead of ward No 04, thereby paved way for the suspect Gh. Hassain Bhat to get his daughter engaged as ReT in habitation Wahdathpora, Budgam Ward NO. 04.
It was alleged that the suspect Gh. Hassan Bhat with ulterior motives projected himself to be the resident of Ward NO. 04 in place of someone else with the name Gh. Hassan and same parentage thereby succeeded to get his daughter engaged as ReT in the said location etc.
A preliminary inquiry was initiated at Crime Branch Kashmir. During the course of which it was found that the suspect Tawheeda Akhter has managed a habitation certificate vide NO. MC/Bud/05/1128 dated 27.01.2005 purportedly shown issued by MC Budgam &RuqayaTasleem has been shown as a resident of Ward-03. CEO Budgam, has abused and misused of his official position and conferred an undue benefit upon the Tawheeda Akhter by appointing her as theReT Primary School Wahidpora.
It revealed that Gh. Hassan Bhat R/O Wahdathpora Budgam in furtherance of a criminal conspiracy with the then CEO Budgam Mohammed Rafi, the other officials of CEO Budgam and MC Budgam have abused their official position by impersonation, cheating and fraud thereby managed selection/ engagement as ReT under SSA Scheme for Primary School Mehdi-Colony in the year 2005.
Thus conferred wrongful gain to the suspect Tawheeda Akhter against corresponding wrongful loss to State Exchequer/ Ruqaya Tasleem. Accordingly, a Case FIR U/S 420,467,468 471 RPC, r/w 5(2) PC Act was registered and investigation set into motion.
