HODs occupying post of IAS, under eyes of Guv

Srinagar : With Governor spilling the bean over illegal appointments in various departments, Satya Pal Malik is now considering to take action into the matter where unqualified HODs or occupying the positions of IAS and KAS posts.
For the few years, many officers have been elevated to the higher posts without having even qualified the administrative exams and reportedly also such officers were initially appointed illegally.
Sources said that the governor seems to have taken the strong note of such illegal inductions and elevations thereafter. “Instructions have been issued to the authorities for putting up the names of such officers and their track record of last 30 years,” sources said.
Sources maintained that the government had in the past reserved the positions of HODs for KAS and IAS cadre but the set policy got eroded when non-technical, non KAS and IAS officers were placed as HODs of various prestigious organizations and departments.
This arrangement was done by all the successive governments violating such policy.
In view of this various qualified KAS officers and IAS officers are expressing resentment as they are placed on most unimportant positions.
“These have neither cracked IAS or KAS examinations but reached to higher level,” an official said. The official said that Governor was surprised when he got to know about these officials.
“It is interesting to see what action is taken into these cases, whether they will be demoted or not,” the official said.
The official said that IAS officers have also brought this issue into the notice of Governor. “They told the Governor how their promotions are stranded due to promotion of non-deserving officers,” the official said.
The official revealed most of these officers have been close to the power corridors.
The Governor has already dropped a bombshell by claiming that 582 candidates, who qualified Jammu and Kashmir Bank examinations, were sidelined to adjust their relatives and workers.
In an interview with he said that a group of 40 candidates met him and told him that they had been dropped from the selection list despite qualifying the exams as well as interview for the recruitment in Jammu and Kashmir Bank.
“I called chairman of the bank, I told him I don’t want loans for anyone, I don’t want settlement of loans, I want jobs for these youth who have qualified the exams. The chairman told me that these were not just 30 but 582 cases, where qualified youth were not given jobs,” Malik said in the interview.
“This is tragedy of Kashmir. People who don’t pay bribes don’t have any change to get a job. Corruption is rampant in Kashmir,” he added.
“There’s a case, where a candidate didn’t sit in KAS exams but still got selected,” he added.
