Director Estates reviews Durbar Move arrangements, allotment status

Srinagar/April,22: Director Estates, Dr Ghulam Nabi Itoo Tuesday reviewed the arrangements made by the Department in connection with the annual Durbar Move.
The meeting was held at Civil Secretariat here with officers of the Estates Department, PDD, PHE, SMC and Security wing present.
The meeting was informed that the arrangements for upcoming Durbar Move are in full swing.
Meanwhile, in a separate meeting with the officers of the Estates Department, issues pertaining to the eviction of unauthorized occupations, implementation of online allotment system, framing of new allotment policy and providing of quality services to the tenants living in estates residential colonies and hotels were discussed.
The meeting also discussed the progress for construction of 352 additional flats at Pampore and 244 flats at Tulsi Bagh, Srinagar for Move Employees.
Responding to issues raised by the Civil Secretariat Non-Gazetted Emploees Union, the meeting clarified that all the allotments (fresh /change) have been made as per norms and entitlement after due consultation with employees unions and also with the approval of the competent authority. “Even records were placed before Chief Minister and the Chief Secretary, the meeting was told.
The meeting was informed that during past two years more than 300 persons staying unauthorizedly were evicted and these sets were allotted to the deserving employees.  “While doing so majority of the quarters were allotted to the employees in consultation with Civil Secretariat Employees’ Unions including Assembly Secretariat,” the meeting was told.
It was informed that during past 6 months 62 changes of allotments were made out of which 8 changes were made on mutual basis while as rest were made on the recommendations of Non-Gazetted Employees Union, Lower Grade Employees Union, Assembly Secretariat and Drivers Association excepting 8 changes which have been done on individual  request basis of the tenants. “These changes have been made strictly as per norms and in the interest of the employees,” the meeting was told.
It was informed in the meeting that during 2016-2017 around 369 Gysers, 377 Ceiling Fans and 269 Exhaust Fans besides furniture/furnishing items worth Rs 2.50 crore were issued in favor of employees residing in different colonies both at Srinagar/Jammu.
While appreciating the field staff for making extra efforts in rent collection amounting to Rs 3 crore much above the target, the Director Estates fixed a deadline for collection of pending rent from the defaulters particularly chronic defaulters against whom there are huge rental outstanding. It was decided that special rent collection camps will be organized in residential colonies and VIP areas in order to ensure that rental outstanding is collected in a time bound manner.
