Baramulla ready for India’s first fully digital Census 2027: DC S F Hamid

Srinagar : Baramulla district administration on Friday said it has completed preparations for the conduct of Census 2027, which will be India’s first fully digital census exercise, with online self-enumeration scheduled to begin from May 17.

Addressing a press conference, Principal Census Officer and Deputy Commissioner Baramulla, SyeedFakhrudin Hamid, said the census would be conducted through the Census Management and Monitoring System (CMMS), a digital platform that will use mobile-based enumeration, GIS mapping and advanced monitoring mechanisms for data collection and supervision.

Officials said residents of the district will be able to voluntarily submit their household information online through the official portal se.census.gov.in from May 17 to May 31 using mobile phones, tablets or computers. The online phase forms part of the Houselisting and Housing Census component of the nationwide exercise.

SyeedFakhrudin Hamid saidsaid this would be followed by a door-to-door household survey from June 1 to June 30, to be carried out by trained Census Enumerators. The Population Enumeration phase will subsequently be conducted across Jammu and Kashmir in a staggered manner, including snow-bound regions.

He said Baramulla district has finalised 25 Census Charges, including 18 rural and seven urban charges, besides constituting 122 Special Charges for institutions and other special establishments.

According to officials, a total of 2,367 personnel, including Enumerators, Supervisors and Trainers, have been trained and deployed for the exercise.

Calling the census, a key instrument for evidence-based planning and welfare delivery, the Deputy Commissioner said the exercise would play a crucial role in shaping future development policies and public services.

The administration also sought to address concerns around misuse of personal information, with Hamid clarifying that Census officials will carry QR-coded identity cards and will not seek OTPs, passwords, bank details or any financial information during the process.

Appealing for public cooperation, the Principal Census Officer urged citizens, educational institutions, civil society groups, media organisations and community leaders to actively participate in the exercise to ensure accurate and inclusive enumeration across the district.
