Jammu : Chief Secretary Atal Dulloo on Thursday held a meeting to evaluate the progress of the District Business Reforms Action Plan (D-BRAP)-2025 in Jammu and Kashmir, guided by the Department for Promotion of Industry and Internal Trade (DPIIT). The meeting, organized by the Industries & Commerce Department, included key administrative officials and aimed to review the implementation of services and reform parameters outlined in D-BRAP.
Addressing the meeting Dulloo emphasized the importance of these reforms in enhancing citizen welfare and creating a favorable business environment, which is crucial for improving both the ease of living and doing business. He directed the Industries & Commerce Department to enhance coordination with other departments and district administrations, noting that while many reform conditions have been met, focused efforts are necessary to complete the remaining tasks promptly. The Chief Secretary highlighted the need for capacity building within departments to effectively implement pending reforms and instructed Deputy Commissioners to appoint a senior officer for daily monitoring of D-BRAP implementation to avoid delays. He reaffirmed the government’s commitment to achieving 100 percent implementation of the reforms in the coming months, stressing the importance of translating these reforms into tangible benefits for citizens and businesses. Vikramjit Singh, Commissioner Secretary of Industries & Commerce, presented the D-BRAP framework, which includes 46 services across 15 departments that require mandatory digitization. He reported the development of a dedicated service dashboard for real-time monitoring of service delivery, accessible to all Deputy Commissioners. Regular review meetings are being held to ensure effective implementation. The meeting also covered the categorization of services by the Director of Industries, Arun Manhas, who outlined the roles of various departments and the current online status of services. The D-BRAP 2025 initiative includes 154 reform points for all States and Union Territories, with significant progress already made in Jammu & Kashmir. The reforms encompass a variety of citizen-centric and business-related services, such as land demarcation, property registration, and online issuance of licenses for health establishments and transport services. The action plan aims to strengthen District Industries Centres and promote industrial parks to attract investments, ultimately fostering sustainable economic growth and job creation in the region. Dulloo reiterated that the reforms are designed to transform governance through digitization, transparency, and timely service delivery, positioning Jammu & Kashmir as a competitive and investment-ready destination.
