Jammu: Chief Secretary, Atal Dulloo Wednesday chaired a high-level meeting of the Information Technology Department to review the functioning of Common Service Centres (CSCs), assess the range and quality of services being delivered to citizens, and chart out a roadmap for expanding their reach across all districts of J&K. The meeting was attended by the Additional Chief Secretary, Agriculture Production Department and Power Development Department; Principal Secretary, Finance; Secretary, Information Technology; Secretary, J&K Building and Other Construction Workers Welfare Board; Managing Director, JPDCL; Chief Executive Officer, JaKeGA; State Head, CSC-SPV, besides other senior officers of the concerned departments. Deputy Commissioners attended through video conferencing from their respective offices.
Taking a detailed appraisal of CSC operations The Chief Secretary emphasized the importance of a thorough evaluation of Common Service Centers (CSCs) at the panchayat level, urging the development of a strategic plan to ensure comprehensive service coverage across the Union Territory (UT). He highlighted the transformative impact of digital services, advocating for a three-month action plan to onboard new services on the CSC portal and to monitor their implementation closely. Updates were requested from Deputy Commissioners regarding the establishment of Digital Centres of Excellence, which are intended to serve as centralized service hubs. The Additional Chief Secretary pointed out the need to increase public awareness and adoption of the Digi Locker platform through community engagement initiatives. He also called for improvements to the grievance redressal system for CSCs to encourage citizens to report issues effectively. The Principal Secretary of Finance noted the role of CSCs in promoting the Pradhan Mantri Shram Yogi Maandhan scheme, while the Secretary of IT provided insights into the operational status of CSCs, including service charge enforcement and the role of CSC Mobile Vans in reaching remote areas. The State Head of CSC-SPV reported that 20,571 CSCs have been established, with 11,499 currently operational, enhancing service delivery through various local partnerships. Performance metrics for the financial year 2025-26 indicated significant transaction volumes, including over 2.7 lakh Aadhaar transactions and 6.5 lakh government-to-citizen (G2C) and business-to-citizen (B2C) transactions. The meeting also reviewed previous decisions, confirming that Deputy Commissioners have access to real-time performance dashboards and that inspection committees have been formed to ensure compliance and transparency. To strengthen the CSC ecosystem, the meeting identified key support measures, including the integration of e-Sign services and the resolution of access issues for Village Level Entrepreneurs. The need to expedite the onboarding of pending services was also highlighted. Additionally, CSC Mobile Vans have been deployed in several districts to enhance service accessibility, particularly in underserved areas.
