Says “Painful experience is over, it’s time for peace; Centre has responded positively, Ladakh’s future depends on us”
“Retired Supreme Court Judge to probe Sept 24 incident, Only 23 individuals remain in judicial custody, 5 in hospitals”

Leh: Following the announcement of the Ministry of Home Affairs to conduct a judicial probe into the violence in Leh on September 24, which resulted in four fatalities and numerous injuries the Ladakh Chief Secretary Dr. Pawan Kotwal on Friday emphasized the need for responsible behavior from the people to prevent a recurrence of such incidents.
Addressing a press conference in Leh the Ladakh Chief Secretary acknowledged the government’s positive response to demands for transparency, including the establishment of a judicial inquiry led by former Supreme Court Judge Justice B. S. Chauhan. Dr. Kotwal expressed his condolences over the tragedy and highlighted the medical efforts that saved many lives, with only five patients currently hospitalized. He noted that most individuals detained following the violence have been released, with only 23 remaining in judicial custody. The Chief Secretary thanked community leaders for their role in restoring peace and confirmed the resumption of internet services, schools, and tourism activities. He urged the community to avoid large gatherings to maintain order and reiterated the importance of peace and stability for Ladakh’s future. Dr. Kotwal announced that a High-Powered Committee meeting regarding constitutional safeguards for Ladakh will be convened soon, and the administration is considering compensation for families affected by the violence. In terms of security, the Rapid Action Force has been deployed to enhance mob control capabilities. The government is also progressing with plans to create five new districts in Ladakh, pending approval from the Ministry of Finance. Dr. Kotwal acknowledged the challenges posed by internet suspension for students and businesses, which led to the restoration of services as conditions improved. He highlighted ongoing efforts in education and employment, including upcoming district-level job recruitment and the participation of Ladakh in the WTM London Exhibition to promote tourism. The Chief Secretary underscored the vital role of traditional village headmen in maintaining communication and public order within the community.
