At Top Review Meet Shah Reaffirms Modi’s Mission of Terror Free J&K
Srinagar: This week Union Minister of Home Affairs and Cooperation Amit Shah this week chaired a high-level meeting in New Delhi to review the overall security situation in Jammu and Kashmir, reaffirming the Modi government’s resolve to achieve the goal of a terrorism-free Union Territory.
Senior officials including Jammu and Kashmir Lieutenant Governor Manoj Sinha, Union Home Secretary, Chief of Army Staff, Director of Intelligence Bureau, Chief Secretary and Director General of Police of J&K, and the Directors General of Central Armed Police Forces (CAPFs) attended the meeting, along with senior officers of the Ministry of Home Affairs, Army, and the Jammu and Kashmir administration. Opening the meeting, Shah commended the synergy among security agencies operating in the region and said their “relentless efforts” have brought Jammu and Kashmir to the brink of complete peace. “Due to the determined efforts of our security agencies, the terrorist network nurtured by the enemies of the nation in Jammu and Kashmir has been almost eliminated,” the Home Minister said.
Full Freedom To Crush Any Threat To Peace’: In a strong statement underlining the Centre’s counter-terror strategy, Shah said that the government remains steadfast in its mission to eradicate terrorism from the region. “Our security forces will continue to have full freedom of action to crush any attempt that threatens peace and security in Jammu and Kashmir,” he asserted. He said the Modi government’s approach to national security rests on the pillars of zero tolerance toward terrorism, proactive intelligence sharing, and seamless coordination among agencies. “The Modi government has always prioritized the security and dignity of every citizen. We will not rest until terrorism is completely wiped out from the Union Territory,” Shah said. The Home Minister reiterated that every attempt by Pakistan-based groups to infiltrate or destabilize peace would be met with a decisive response. “The enemies of the nation who have tried to fuel instability through terrorism have failed, and they will continue to fail,” he said.
Pahalgam Terror Attack| Prompt Response Applauded: During the meeting, Shah lauded the steps taken by the Jammu and Kashmir administration and security agencies in the aftermath of April 2025 Pahalgam terror attack, saying their swift and coordinated response helped stabilize the situation and strengthen the overall security grid. He noted that the rapid mobilization of reinforcements, intelligence-driven cordon-and-search operations, and the tightening of local surveillance networks demonstrated “a new level of operational preparedness.” “The steps taken after the Pahalgam attack reflect the agility and professionalism of our forces. Their proactive measures have prevented any escalation and reinforced public confidence,” the Home Minister said.
‘Critical Role Of Coordination, Vigilance’: Underscoring the need for continued cooperation among all security stakeholders, Shah said that synergy between the Army, paramilitary forces, police, and intelligence agencies is vital for sustaining peace in the region. “Every agency must work in close coordination and maintain utmost vigilance to completely eradicate terrorism from Jammu and Kashmir,” he said. “We have reached a turning point, but our vigilance must not weaken.” He directed that joint operations continue with the same intensity and precision that have helped neutralize numerous terrorist modules over the past few years. The Home Minister also called for enhanced coordination between the central intelligence agencies and local police units to ensure that terror financing, recruitment, and logistics networks remain dismantled
Winter Security Preparedness: With winter approaching, Shah urged the security establishment to remain fully alert against infiltration attempts across the Line of Control (LoC). “With the onset of winter, security forces must remain fully prepared to ensure that terrorists do not exploit snowfall to infiltrate across the border,” he said. He emphasized that Pakistan-based terror outfits often use fog and poor visibility during winter months to attempt infiltration, and therefore, surveillance technologies and patrol patterns must be adjusted to counter such tactics. Officials briefed the Home Minister on the current security preparedness, ongoing counter-terrorism operations, and deployment plans for the winter season. Senior commanders assured that all infiltration routes remain under strict surveillance and any attempt to breach the border would be swiftly neutralized.
Terrorism On The Decline: According to officials present in the meeting, the overall graph of terrorism in Jammu and Kashmir has sharply declined in the last five years. Incidents of terror-related violence, cross-border infiltration, and civilian casualties have shown a steady drop. A senior official said that the coordinated anti-terror operations have weakened both local and foreign terrorist networks. “The network that once thrived on cross-border support is collapsing under sustained pressure. Most top commanders have been neutralized and recruitment has fallen drastically,” the official said. Shah acknowledged the sacrifices made by the police, Army, and paramilitary personnel in maintaining peace and said that their valor has brought the region closer to complete normalcy. “Every soldier, every officer deployed in Jammu and Kashmir is a symbol of India’s determination to defeat terrorism. Their sacrifice is the foundation of our peace,” he said.
Development Through Peace: The Home Minister said the Centre’s efforts are not limited to security operations but extend toward ensuring long-term development and integration. He said the return of peace has opened doors for massive economic opportunities, infrastructure projects, and public welfare initiatives in the Union Territory. “Peace and development go hand in hand. A terrorism-free Jammu and Kashmir will not only strengthen national security but also accelerate the region’s growth and prosperity,” Shah said. He said the Modi government’s focus on infrastructure — including highways, industrial parks, tourism, and renewable energy projects — is transforming Jammu and Kashmir’s economic landscape. “A secure environment ensures jobs, investment, and dignity for every citizen,” he added.
Border Security, Intelligence Strengthening: The Home Minister reviewed measures taken to enhance border security infrastructure, including fencing upgrades, deployment of advanced surveillance systems, and use of drones and night-vision equipment.
He also directed that intelligence networks be further strengthened at the grassroots level to ensure early detection of threats. “Local intelligence is the first line of defence against terrorism. Village Defence Committees, police, and central agencies must work as one cohesive team,” Shah said. Officials discussed strategies to prevent the revival of sleeper cells and cross-border smuggling of weapons and narcotics. The meeting also reviewed progress in curbing terror financing through hawala networks and illicit trade channels.
Focus On Rehabilitation, Reintegration: While emphasizing firm counter-terror operations, Shah also highlighted the importance of rehabilitating misguided youth and integrating them into the mainstream. “Those who were once misled by terrorist propaganda must be given a chance to rebuild their lives,” he said. He lauded the Jammu and Kashmir Police’s ongoing de-radicalization and community outreach programs, saying they play a critical role in sustaining long-term peace. “Winning hearts and minds is as essential as winning battles on the ground,” he added. The Home Minister also directed that efforts continue to promote education, sports, and entrepreneurship among youth as preventive measures against radicalization.
Unified Command, Future Strategy: Officials at the meeting presented a detailed review of the Unified Command structure that oversees counter-terrorism operations in Jammu and Kashmir. The discussion included an assessment of cross-border infiltration patterns, recent successes in eliminating terrorist modules, and the continuing crackdown on Over Ground Workers (OGWs) supporting terrorism. Sources said the meeting resolved to maintain the current operational momentum and ensure swift sharing of intelligence inputs among all agencies. The Centre is also expected to increase resource allocation for border surveillance, night patrolling, and police modernization under the Security Related Expenditure (SRE) scheme.
‘Mission Terror-Free Jammu & Kashmir’: Reiterating the government’s long-term goal, Shah said that the Modi Government’s mission is not only to defeat terrorism but to ensure it never resurfaces. “We are committed to achieving a terrorism-free Jammu and Kashmir. The sacrifices of our forces and citizens will not go in vain,” he said.
He said peace in the region is now translating into greater participation in democracy, stronger local governance, and visible improvements in everyday life. “The transformation is visible. Markets are open late, tourists are returning in record numbers, and investment is flowing in — these are the dividends of peace,” Shah said.
