Srinagar: Union Home Minister Amit Shah chaired a high-level security review meeting on Jammu and Kashmir, directing security agencies to adopt a “more stringent and ruthless approach” towards infiltration and militant activities.
The Ministry of Home Affairs (MHA), in an official statement, highlighted Shah’s emphasis on strengthening counter-militancy measures and tightening security mechanisms along the border. The meeting, attended by Lieutenant Governor Manoj Sinha, senior officials from the MHA, Jammu and Kashmir administration, and top security personnel, assessed the current security situation in the Union Territory. Shah commended the efforts of security forces in bringing down violence and improving the law-and-order situation, acknowledging the significant strides made in neutralizing threats.
Strengthening Counter-Infiltration Measure: Shah reiterated that “zero infiltration” should be the ultimate goal of security agencies operating in Jammu and Kashmir. “Security forces must take a more stringent and ruthless approach towards infiltration and militant activities. Our objective should be to completely eradicate the existence of militancy in the region,” he asserted. His directive comes amid increased concerns over cross-border infiltration attempts and the use of narcotics as a tool to finance militant networks. Shah highlighted that funding through narcotics trade has become a critical challenge and called for immediate, rigorous action to dismantle these financial networks. “The proceeds from narcotics trade are being used to fund infiltrators and militants. We must take strict action to cut off these financial lifelines,” he emphasized, instructing security agencies to intensify their crackdown on drug cartels operating in the region.
Improvement In Security Landscape: During the meeting, the Home Minister praised the security forces for their role in significantly improving the security landscape of Jammu and Kashmir. According to the MHA, coordinated counter-militancy operations and strategic security deployments have led to a substantial reduction in militant incidents. Officials briefed Shah on recent counter-insurgency operations and the effectiveness of intelligence-sharing mechanisms in preventing major attacks. They highlighted that multiple infiltration attempts had been foiled in the past months, with security forces eliminating several high-value targets linked to militant outfits. The security agencies also reported an increase in public cooperation and a decline in local recruitment into militant ranks, a positive outcome attributed to government outreach programs and community engagement initiatives.
New Criminal Laws And Forensic Infrastructure: In addition to counter-militancy measures, Shah directed immediate appointments to key positions at the Forensic Science Laboratory (FSL) in Jammu and Kashmir. The move is aimed at ensuring the timely implementation of new criminal laws, enhancing the investigative capabilities of law enforcement agencies. The Home Minister stressed the importance of strengthening forensic infrastructure to support faster and more efficient prosecution of militancy-related cases. “Timely forensic analysis plays a crucial role in strengthening the legal framework against militancy. We must ensure that no delays occur in criminal investigations,” he stated.
Emphasis On Coordination Among Security Forces: Home Minister urged all security agencies to maintain strict vigilance and enhance coordination to ensure a comprehensive security framework in the Union Territory. The meeting underscored the importance of joint operations and intelligence sharing among the Indian Army, Jammu and Kashmir Police, Central Armed Police Forces (CAPFs), and intelligence agencies. The Home Minister reaffirmed the Modi government’s commitment to rooting out militancy, stating that sustained and coordinated efforts have severely weakened the militancy ecosystem in the region. “We will not allow militancy to take root again. The government will continue its efforts to ensure long-lasting peace and stability,” he asserted.
Context of Recent Security Reviews: This high-level review follows a similar meeting chaired by Amit Shah on February 4, which included Chief of Army Staff General Upendra Dwivedi, Home Secretary, and other senior officials from the MHA and the Indian Army. That meeting also focused on reviewing counter-insurgency operations and border security strategies. The renewed push for stringent anti-militancy measures comes at a time when security agencies are preparing for the summer months, traditionally a period of increased infiltration attempts from across the Line of Control (LoC). With heightened surveillance and a proactive security strategy, the government aims to prevent any resurgence of militant activities.
Tough Stance On Militant Funding And Drug Networks: Shah’s strong directive against narcotics-based militant funding highlights the evolving security challenges in Jammu and Kashmir. Intelligence agencies have flagged the increasing use of drug smuggling routes to fund militant activities, with networks operating across international borders. Recent investigations have linked multiple cases of drug seizures to militant outfits, with heroin, opium, and synthetic drugs being trafficked through various routes in the region. Security agencies have intensified their operations to dismantle these networks, conducting raids and freezing bank accounts linked to suspected operatives.
Praise for Security Forces And Future Strategy: The Home Minister commended the relentless efforts of security forces in countering threats and ensuring public safety. He acknowledged their role in successfully neutralizing top militant commanders and dismantling sleeper cells over the past year. Going forward, Shah emphasized a two-pronged approach—sustaining military pressure on militant networks while simultaneously addressing the socio-economic challenges that could foster radicalization. He reiterated the need for continued community engagement and development initiatives to further stabilize the region. With Amit Shah’s call for a “ruthless approach” against infiltration and militant activities, the government is signaling a tougher security posture in Jammu and Kashmir. The emphasis on cracking down on militant financing, strengthening forensic capabilities, and enhancing coordination among security forces highlights the multi-dimensional strategy being employed to secure the region. As security agencies implement these directives, the coming months will be crucial in determining the effectiveness of the government’s renewed efforts to root out militancy and ensure lasting peace in Jammu and Kashmir.
