Jammu and Kashmir, with its storied political history, has witnessed transformative changes over the years. From being a princely state under Maharajas to having leaders like Mehr Chand Mahajan, Sheikh Mohammad Abdullah, and Bakshi Ghulam Mohammad, the region’s political landscape has evolved significantly. The abrogation of Article 370 in 2019 marked a watershed moment, converting the state into a Union Territory governed by a Lieutenant Governor. In 2024, several landmark political events further shaped J&K’s trajectory, underscoring its dynamic and evolving democratic framework.
1. Engineer Rashid’s Historic Lok Sabha Victory: Engineer Rashid, a former MLA and an influential political figure, etched his name in history by securing a Lok Sabha seat while incarcerated. His resounding victory against Omar Abdullah, the leader of the Jammu & Kashmir National Conference (JKNC), by a margin exceeding 200,000 votes was unprecedented. Rashid’s triumph highlighted the electorate’s desire for alternative leadership and signaled a shift in public sentiment. This remarkable feat has disrupted the political dominance of traditional parties like the JKNC and the Indian National Congress (INC), ushering in a new era of political discourse in the region.
2. Maiden Assembly Elections Post Aug 5, 2019: For the first time since the abrogation of Article 370 in 2019, legislative assembly elections were held in September-October 2024, following a directive from the Supreme Court. These elections marked a significant step toward reinstating democratic governance in J&K. The elections resulted in a coalition government between the JKNC and INC, which secured a majority in the 90-member assembly. This coalition symbolizes a return to regional political representation, albeit within the constraints of Union Territory status. The limitations imposed by the Union Territory framework restrict the government’s legislative and administrative powers, with critical decisions retained by the Lieutenant Governor and the central government.
3. Major Election Promises Amid Limited Powers: Despite the limited authority of the elected government, political parties campaigned vigorously, addressing key public concerns. Their promises included: Economic development, Restoration of autonomy, Statehood restoration, Employment generation, Repealing the Public Safety Act (PSA) And facility Of free electricity and LPG cylinders. These promises resonated deeply with the populace, reflecting aspirations for greater self-governance. However, implementing these pledges within the current governance framework remains a daunting challenge.
“While symbolic steps have been taken to address public demands, tangible progress remains elusive. As J&K moves forward, the aspirations of its people—centered on autonomy, economic prosperity, and lasting peace—must guide governance efforts. Achieving these goals will require collaboration among political leaders, civil society, and the central government, alongside a steadfast commitment to addressing the region’s unique challenges.”
4. Congress’s Debacle In Jammu: The INC suffered a significant setback in Jammu, its traditional bastion, securing only one seat during the assembly elections. This outcome underscored shifting political allegiances and the rise of new political players. The Congress’s decline signals a changing political narrative in Jammu, presenting a challenge for the party to rebuild its voter base and reclaim its influence in the region.
5. Resolutions for Statehood And Special Status: In a bid to address public aspirations, the newly elected J&K Legislative Assembly passed two critical resolutions:
1. A resolution urging Central Government to restore statehood to J&K.
2. A resolution Seeking Restoration of J&K’s special status under Article 370.
While largely symbolic, these resolutions represent the coalition government’s commitment to addressing the region’s long-standing demands. They also reflect public sentiment and the ongoing desire for greater autonomy and recognition of J&K’s unique identity.
6. Elected Government With Limited Powers: One of the most significant challenges facing the new government is its limited powers under the Union Territory framework. Key administrative, governance, and financial decisions remain under the control of the central government and the Lieutenant Governor. This limitation has sparked concerns about the efficacy of the elected government in addressing critical issues like economic stagnation, unemployment, and autonomy restoration. The constrained governance framework poses a formidable obstacle to meeting public expectations.
Conclusion: The political developments in 2024 mark a pivotal chapter in J&K’s history. From Engineer Rashid’s landmark electoral victory to the restoration of legislative assembly elections and resolutions advocating for statehood and special status, these events highlight a renewed focus on democratic governance and public representation. However, significant challenges remain. Limited governance powers, economic stagnation, and high public expectations demand resilient and accountable leadership. While symbolic steps have been taken to address public demands, tangible progress remains elusive. As J&K moves forward, the aspirations of its people—centered on autonomy, economic prosperity, and lasting peace—must guide governance efforts. Achieving these goals will require collaboration among political leaders, civil society, and the central government, alongside a steadfast commitment to addressing the region’s unique challenges.
