Srinagar: Chief Secretary, Atal Dulloo, on Thursday reviewed the progress achieved in the IT initiatives being taken up by the J&K administration in collaboration with Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) during a meeting held here.
The meeting was attended by Additional Chief Secretary, Forest Ecology and Environment, Principal Secretary, Agriculture, Principal Secretary Higher Education, Commissioner Secretary, IT, MD HADP, team members of BISAG-N besides other concerned officers.
The initiatives reviewed in the meeting included JK Samadhan, Kisan Khidmat Ghar App and J&K Youth Skill and Entrepreneurship App.
The Chief Secretary had an overview of the progress made in the collaborative initiatives besides taking stock of the functionalities completed by the BISAG, so far.
While reviewing the initiatives, the Chief Secretary implored upon the team to help them in capacity building of the staff. He directed the concerned to ensure completion of training of the master trainers in every department within a week so that they are well versed with the usage of to be launched Apps. He directed the concerned to prepare a user manual of the Apps so as to make government services more meaningful, accessible and user friendly.
He also suggested some changes to be made and told the BISAG team to introduce new features like using the latest technologies like Chatbot integrated, query builder, Artificial Intelligence (AI) for making government more accessible and responsive to public.
The Chief Secretary further directed the officers to work in a coordinated manner so that the Apps should be fully ready for roll out in a timely manner.
On the occasion, BISAG team gave a detailed presentation about the status of different reformative measures taken and the latest technologies introduced in the Apps.
They threw light on the progress achieved in formulation of Grievance redressal mechanism- Samadhan saying that Samadhan is an improvement over JKIGRAMS and CPGRA It was said that the refurbished mechanism is a multi-lingual forum which would be based on AI.
JK Samadhan is enabled with auto forwarding of grievance to the concerned department and DoPG will be able to monitor the grievances. JK Samadhan is expected to be rolled out by the end of this month.
It was also informed that the mechanism would be more responsive with real-time updates, prompt acknowledgement and multilingual voice chatbot integration. The App will have normal and priority based segregation of grievances with multiple type of dashboard and reports.
The Chief Secretary was also given a demonstration on the renewed mechanism of farmer empowerment mechanism by virtue of Kisan Khidmat Ghar (KKG) ecosystem. KKG which will be launched in July is an integrated and customised portal for farmers to facilitate them in utilising multitude of services.
It was apprised in the meeting that KKG is laced with 17 main features, out of which, 12 have been completed while the rest will be completed very soon. The said system would have innate characteristics of farmer registration, sale of agricultural inputs, scheme on boarding mechanism, advisories, skilling, expert consultation, digital marketing, decision support and developing of smart phone applications.
BISAG also highlighted various features of JK Youth Skill and Entrepreneurship App and detailed discussions were held about the development and creation of Digital DPRs and Skill Management in the J&K. The said mechanism is going to take help of AI and others for career counselling, job opportunities in private and public sector, self employment besides imparting skills and incubation to aspiring entrepreneurs. The App will be integrated with job fairs, government notifications, job postings, National carer service, employment schemes.
